The Office of Licensing within the Department of Health and Human Services (DHHS) is looking for an individual who would love to work in a supportive team environment with a focus on investigation of complaints, critical incidents, and unlicensed programs.
The Licensing Specialist reviews and approves licenses of human services programs, child care programs or health care facilities. The Licensor II evaluates and investigates complaints of non-compliance to ensure standards are met, renders assistance to new providers, and assess treatment plan and program quality. May require professional licensure for licensing of certain facilities or providers. May evaluate life safety and fire code compliance of facility construction plans with the authority of a Deputy State Fire Marshall. Maintains a current list of licensed providers; provides information regarding child care to interested parties upon request.

Preference may be given to individuals with investigative experience. Individuals willing to travel throughout the state to different facilities. This position will require some statewide travel

Audit and review systems and practices to ensure compliance with procedures, regulations and standards.
Interview providers and clients to assess rules compliance or the presence of abuse, neglect, exploitation, or fraud.
Maintain detailed activity logs.
Review, restrict, deny, suspend, or revoke licenses.
Reviews, investigates, documents and processes grievances, complaints, and/or implements disciplinary actions.
Maintains contact with applicable agencies/organizations for guidance in the solution of compliance problems.
Provides consultation, makes recommendations, gives appropriate advice, and/or facilitates decisions related to public information.
Conducts, or represents agency at, formal or informal hearings.
Develops or modifies rules, policies, or standards, etc.
Coordinates program activities, services, and/or program implementation with private providers, other governmental entities, program users, etc
Issues licenses, permits, registrations, certificates, etc.
Issues or recommends issuance of orders, citations, sanctions, and/or warnings for infractions involving violations of federal and/or state laws, rules and regulations.
Provides technical assistance on agency issues, services, and program(s).
Conduct and compose assessment home studies for potential foster/adoptive providers
The model candidate for this position is someone who:
Has experience in investigations and/or auditing.
Has experience working with the Office of Licensing or Department of Health and Human Services.
Has experience in a human services program (treatment or foster care).
Is able to work with people in a manner showing sensitivity, tact, and professionalism.
Understand laws governing access to public and private records (Government Records Access and Management Act).
Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
Managing one's own time and the time of others.
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, and/or agency rules.

Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
Some travel may be required throughout the state of Utah.
This position is currently a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
