What are the responsibilities and job description for the Pre-Employment Transition Services (Pre-ETS) Program Specialist position at State of Utah?
The Department of Workforce Services (DWS) is seeking a motivated and skilled individual to join the Utah State Office of Rehabilitation (USOR) as a Pre Employment Transition Services (Pre-ETS) Program Specialist. The key responsibility of this Program Specialist position will be to work with the Transition Coordinator and Pre-ETS Program Specialists to support Pre-ETS programs and services. The Program Specialist will also develop new services options for students with disabilities, monitor contracts, provide training and technical assistance to agency staff and providers, support program improvement projects, collaborate with education programs and community partners, and assist with implementation of federal regulations and agency policy.
Principle Duties
The Pre-ETS Program Specialist will perform the following tasks:
- Assist in overseeing the delivery of Pre-Employment Transition Services (Pre-ETS) across the state.
- Provide training and technical assistance to USOR staff on Pre-ETS requirements, policies and practices.
- Create Pre-ETS resources including guidance documents, brochures, agency resources as needed.
- Assist in monitoring the Pre-ETS contracts across the state, and complete activities that include site visits, documentation, providing technical assistance to contractors, screening students, and writing reports.
- Assist in coordinating quarterly meetings and training to Pre-ETS contract providers.
- Assist in developing requests for grant proposals for Pre-ETS services.
- Develop new Pre-ETS fee-for-service options for students with disabilities throughout the state.
- Provide training, information, presentations and consultation services to Local Education Agencies (LEAs), community partners and service providers on Pre-ETS.
- Represent USOR on committees, workgroups and special projects.
- Collaborate with USOR staff and community partners on projects and initiatives related to services for students and youth with disabilities, including those with most significant disabilities.
- Participate in conference planning committees.
- Assist in developing and updating curriculum for USOR staff to utilize in providing individual and group services to students with disabilities.

- Experience developing and maintaining relationships with internal and external partners.
- Experience providing training and technical assistance.
- A Bachelor’s Degree.
- Two years of experience providing vocational rehabilitation services, including Pre-ETS.
