Overview

Are you passionate about shaping the future of Vermont's workforce? The Office of Workforce Strategy and Development is seeking a dynamic and highly organized Administrative Services Manager I to play a key role in driving the state's workforce development efforts.

The Office of Workforce Strategy and Development is a newly created entity. This is an innovative team that coordinates statewide workforce initiatives, oversees the State Workforce Development Board, and collaborates with state agencies, private partners, and nonprofits to create a robust and integrated workforce education and training system.

In this role, you'll be a driving force in advancing the state's workforce development and expansion initiatives, representing the Executive Branch and the State Workforce Development Board, and ensuring Vermont remains competitive in the evolving labor market.

Duties of the Administrative Services Manager:

  • Provide support to Executive Director in carrying out the operations of the Office of Workforce Strategy and Development.
  • Work with ED to develop, propose and shepherd legislative policy priorities related to workforce development. Monitor other policy proposals across state government related to workforce.
  • Work with ED to develop and maintain a comprehensive workforce strategy that aligns with the State's economic and workforce goals.

Other duties:

  • The Administrative Services Manager will provide administrative and policy support to the Executive Director and the State Workforce Development Board. This may include scheduling, constituent correspondence, drafting meeting agendas and minutes.
  • Assist with updating and maintaining the Office's strategic plan, including assistance in draft writing the document, research, and meeting facilitation.
  • Co-prepares and facilitates the SWDB sector-based committee meetings. The SWDB may convene up to 10 sector-based committees that meet on a monthly basis.
  • Meets with and networks on behalf of ED and the SWDB as needed. Represents the Office in meetings with system partners and Board members as assigned to broaden new Office's reach across the state.
  • Collaborates with ED on editing, input or feedback to policy white papers and/or attending policy development meetings. Works with ED to prepare testimony before the Legislature.
  • Manages the Board's social media accounts. Posts content on multiple social media platforms, ranging from educational articles to videos that were collected and or edited. Identifies resources or information that would be useful or appealing to employers, employees, potential new Vermonters and board members.

This position, Administrative Services Manager I - Limited Service (Job Requisition #51981), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Work is performed in a standard office setting.

Minimum Qualifications

Bachelor's degree in accounting, business or public administration, office administration or a related field and two years of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff; OR

Bachelor's degree and four years of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff; OR

One year as an Administrative Services Coordinator IV with the State of Vermont.

NOTE: Additional professional administrative-level experience or higher will substitute for the bachelor's degree on a year for year basis.

NOTE: Only administrative work experience is qualifying. Administrative services includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g., accounting, budget management, grant administration, finance, human resources, payroll, purchasing, or space management).

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
