Overview

The Department of Environmental Conservation (DEC) is responsible for the administration and oversight of the federal USDA Regional Conservation Partnership Program (RCPP) grants awarded to DEC in 2020 and 2023. These grants total $26 million and include another $20 million in match. The grants are focused on accelerating the implementation of best management practices (BMP) on agricultural and forest land in the State of Vermont.

This position will support these grants as well as DEC's overall work on creative and innovative approaches to agricultural and forestry BMPs, land conservation and wetland restoration and conservation, that will advance the water quality and natural resource goals of the Department and the State.

Job duties include :

  • Provide grant and financial management for RCPP grants including grant reporting, financial tracking, and coordination with the USDA Natural Resources Conservation Service tracking and reporting systems. Collect and manage data to support required RCPP reporting.
  • Assist as Technical Program Manager (TPM), managing additional grant and contract agreements. Conduct RFP development, proposal review, agreement development and coordinate with grant management / contract specialists and partners.
  • Conduct outreach and education to partners to assess agricultural and natural resource program needs, gaps and opportunities. Coordinate with multiple state, federal and local partners on creative project development and implementation to address gaps in meeting water quality and conservation goals.
  • Develop outreach and educational materials and maintain website.
  • Assist with other CWIP initiatives as directed and appropriate, including the annual Clean Water Performance Report, spending plan development, tracking and accounting workgroups, and Lake Champlain Basin Program priorities and funding programs.
  • Assist with other Water Investment Division initiatives as directed and appropriate.

The position involves direct interaction with state and federal water quality partners, education about and engagement in other initiatives, and opportunities for career development in the field of natural resources improvement and protection. Position will involve some travel (state car provided) and the ability to telework.

In addition to meeting the minimum qualifications, the ideal candidate will have :

  • Experience in grant, budget, and project management, or comparable project management experience;
  • Experience in financial management, tracking, documentation and reporting;
  • Technical knowledge in a variety of state and federal agricultural, forestry and conservation programs, state water quality policies, and natural resource issues;
  • Excellent interpersonal skills and ability to coordinate work among many internal and external partners including presenting at meetings;
  • Excellent organizational, time management, and workload prioritization skills;
  • Desire to be a team player with the capacity to take initiative and work independently;
  • Outstanding written and verbal communication and presentation skills;
  • Experience with standard office software Word, Excel, and PowerPoint and data management tools.
  • The position is a limited service position, but is in the proposed budget through June, 2026, and is expected to be funded for additional years. This position supports implementation of the RCPP grant which runs through 2029.

    Environmental Factors

    Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

    Minimum Qualifications

    Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field.

    Bachelor's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

    Four (4) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
