Overview

The Vermont Department of Health is recruiting for a Public Health Specialist to provide technical support and ensure compliance for the state's Immunization Registry (IMR) and Vermont Prescription Monitoring System (VPMS). This position will play a key role in assisting stakeholders, maintaining data quality, and supporting compliance with state and federal requirements. The role is classified within the Informatics Unit of the Health Statistics and Informatics Division. The Vermont Department of Health supports flexible and hybrid work schedules and values a work-life balance.

The person in this role will serve as a primary point of contact for IMR and VPMS users, troubleshooting technical issues, assisting with account management, and responding to inquiries regarding compliance, data interpretation, and program policies. The position will also support the analysis and quality assurance of prescription monitoring data, working closely with analysts and system vendors to verify, organize, and maintain accurate datasets. Additionally, the role will ensure pharmacies and data submitters meet reporting requirements by providing guidance, maintaining strong relationships, and conducting follow-ups on compliance issues.

This position needs strong organizational skills, attention to detail, and a technical mindset to handle system updates and troubleshooting tasks. Excellent communication and problem-solving abilities are essential to collaborate with stakeholders, address technical challenges, and maintain the integrity of data systems critical to public health monitoring and analysis.

This position, Public Health Specialist I - Limited Service (Job Requisition #51965), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Duties are performed in both a standard office and field settings. Private means of transportation must be available for required travel. Stress may be anticipated in dealing with emotional situations involving application of programs, especially in dealing with families and in the allocation of program resources.

Minimum Qualifications

Two (2) years or more of experience in public health, human services, emergency response, community engagement, program administration, human services related fields or health-related fields.

OR

Associate degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields and one (1) year or more of experience in public health, human services, emergency response, community engagement, program administration, human services related fields or health-related fields.

OR

Bachelor's degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields.

Preferred Qualifications

Strong preference will be given to candidates who possess the following additional skills:
A working knowledge of Registry requirements, regulations and technical functioning, or the ability to acquire this knowledge within the first six months;
Strong problem identification and reporting skills, with the ability to recognize potential issues or discrepancies and promptly inform the Manager or other relevant staff;
Ability to work within Excel to compile, review, and manage large data sets
