The Administrative Office of the Courts, Office of Court Innovation seeks a highly motivated and qualified individual to take on the role of the Americans with Disabilities Act (ADA) Access Coordinator. This is a Court Program Analyst position within the Equity and Access Program that joins a team of skilled professionals working on improving access to our courts.
The ADA Access Coordinator provides programmatic and administrative support in ensuring equal access to justice for court users with disabilities. This position focuses on developing policies, technical assistance, resources, and partnerships to help state courts provide access and accommodation measures for persons with disabilities who interact with the state court system.
The ADA Access Coordinator, in partnership with persons with disabilities, judges, court administrators, court staff handling ADA accommodation requests, Equity and Access Program team members, the Washington Supreme Court Disability Justice Task Force, and other judicial system partners, works to remove barriers for people with disabilities in our court system. This position provides strategic coordination, advocacy, training, and technical assistance to courts to support their compliance with the Americans with Disabilities Act of 1990, Washington State Law Against Discrimination, and other applicable federal and state laws, regulations, court rules, standards, guidelines, and policies. The ADA Access Coordinator reports to the Equity and Access Program Supervisor.
This position also consults with persons with disabilities, conducts research, and recommends and implements policy changes and system improvements to help courts better meet the needs of these litigants and ensure equal access to justice. An understanding of the impacts of intersectional inequities and disparities in our court system, and the justice system’s responsibility to address these issues, is required for this position.

WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION

Position may be eligible to telework up to three (4) days per week.
Duties
Some of the duties you will perform are:

Serve as the AOC’s designated Court Access and Accommodations Coordinator under RCW 2.56.210:
- Review the needs of courts statewide for training and other assistance required to provide access and accommodation for persons with disabilities.
- Provide guidance and assistance to courts upon request.
- Identify appropriate assistive devices and establish a system to improve courts' access to such devices.
- Consult with persons with disabilities and facilitate communication between the Administrative Office of the Courts and persons with disabilities and their representative groups.
- Collaborate with the Washington Supreme Court Disability Justice Task Force and other commissions, committees, and groups as needed on behalf of the Equity and Access Program to fulfill duties under RCW 2.56.210.
- Develop surveys and collect data and information from the courts, and provide subject matter expertise in the areas of disability justice, access, and accessibility.

Provide statewide strategic coordination, advocacy, training, and technical assistance to courts to support their compliance with the Americans with Disabilities Act of 1990 (42 U.S.C. Sec. 12101 et seq.), Washington State Law Against Discrimination (Chapter 49.60 RCW), and other applicable federal and state laws, regulations, court rules, standards, guidelines, and policies, including but not limited to:
- ADA Title II Regulations
- ADA Standards for Accessible Design
- Sections 504 and 508 of the Rehabilitation Act of 1973
- Washington State General Rule 33 - Requests for Accommodation by Persons with Disabilities
- Web Content Accessibility Guidelines (WCAG)
- Create resources to assist courts in developing ADA plans, such as templates, transition plans, toolkits, trainings, self-evaluations, etc.
- Analyze and report the impact of current and proposed policies, legislation, budgets, and rules on court users with disabilities.
- Consult with persons with disabilities, conduct research, and recommend and implement policy changes and system improvements to help courts better meet the needs of persons disabilities and ensure equal access to justice.
- Provide staff support to the Equity and Access Program and other groups within the Office of Court Innovation in the areas of disability justice, access, and accessibility.
- Performs other duties as required.
THE IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING EXPERIENCE, EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES
Below is a list of experiences that are not required, but are relevant and preferred for the position:
- Lived experience as a person with a disability or disabilities.
- A juris doctorate or experience in the legal system.
- Demonstrated commitment to eliminating ableism to ensure equitable outcomes for persons with disabilities – maybe delete because of the bullets.
- Experience working with persons with disabilities and disability justice advocacy groups to develop and implement systems, programs, initiatives, or policies.
- Knowledge of ADA and related laws, regulations, court rules, standards, guidelines, and policies, and the ability to evaluate compliance.
- Experience providing consultation, technical assistance, and guidance to leaders and organizations on how to provide required access and accommodations for persons with disabilities.
- Ability to cultivate relationships, and to earn the trust, respect, and confidence of coworkers and justice system partners.
- Knowledge and understanding of the justice system with specific focus on the Washington State court system, laws, procedures, and practices.
- Experience developing culturally responsive and culturally competent communications that are accessible to persons with disabilities.
- An understanding of systemic racism, ableism, and oppression and the justice system’s responsibility to address these issues.
- Ability to work collaboratively with team members and independently with minimal supervision.
- Experience working with the courts, judges, court administrators, or attorneys.
- Knowledge of the ways that disparities can be greater for persons with disabilities based on race, ethnicity, age, gender, citizenship or immigration status, sexual orientation, and other intersecting identities.
- Familiarity with assistive technology and the ability to evaluate issues related to accessibility.
- ADA Title II Coordinator certification, ability to become certified, or experience serving as an ADA Title II Coordinator for a government entity.
Qualifications

- Bachelor’s degree in court administration, public administration, political science, business administration or closely allied field
AND
- Three (3) years of experience in court administration and/or program development.
