Position and Salary

The Attorney General’s Office is recruiting for a permanent full time Fiscal Analyst 4 in the Financial Services Division. This position is located in Tumwater, Washington, and is not union-represented. Note: There is the possibility of an in-training from the Fiscal Analyst 3 level.

Fiscal Analyst 4 Salary (Range 54): $58,380 - $78,468

Fiscal Analyst 3 Salary (Range 50): $52,920 - $71,148

The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.

The following stipends may apply based on position requirements:

  • Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.
  • Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

In-Training Defined

An in-training is on-the-job instruction designed for candidates with less experience than the required goal classification to learn and grow into a higher-level role. In this job posting, we are open to considering those eligible at the Fiscal Analyst 3 level who are interested in learning on-the-job with the goal of moving into the Fiscal Analyst 4 role. You’ll gain the competencies and skills needed to successfully perform your duties while being supported by your supervisor, manager, and coworkers. Upon successful completion of your training and demonstrating knowledge of the position requirements, you will be promoted into the Fiscal Analyst 4 level.

About the Financial Services Division:

The Financial Services Division (FIS) provides support and accountability for agency financial and budgetary decisions and practices. Our primary goal is to protect and enhance the financial health and resources of the Office of the Attorney General including providing efficient, centrally located accounting, budgeting, payroll, contracts and grant services and management. We produce top quality work in a manner that contributes to the mission of the AGO to be the best public law office. We conduct the business of the Financial Services Division in a professional and cooperative manner which recognizes the contribution of each team member. FIS ensures that the reporting and transmission of agency financial information is complete, accurate and timely. FIS is also responsible for agency budget development and monitoring in addition to accounting, payroll, contracts and purchasing functions. FIS contains three main sections: Accounting, Contracts and Budget.

The Accounting Services Unit is responsible for Accounts Payable, General Accounting, Accounts Receivable, Revenue, Purchasing, Timekeeping and Payroll functions. This unit processes employees' travel vouchers, vendor invoices, purchase orders, manages agency inventory, partners with the state and federal auditors, accounting for federal grants, produces our federal indirect rate, distributes cost allocations, provides cash management, daily deposits, wire transfers, local bank services including settlement monies, legal services billing and the preparation and disclosure of our financial statements. In addition, the unit ensures all transactions processed comply with state and federal requirements and reconciles all parts of the agency's reportable financial structure. The unit also manages the internal timekeeping system to generate the legal invoices distributed to most state agencies, boards, and commissions.

Duties and Essential Functions of a Fiscal Analyst 4:

The Fiscal Analyst 4 in the payables unit is a principal assistant to the purchasing and payables supervisor, Fiscal Analyst 5, with the maintenance and updates to established policies and procedural changes, create recommendations for development of new policies as changes develop in statewide accounting.

Supervision: Assigns duties, distributes and coordinates workloads and assignments for 3 professional level staff in the Accounts Payable unit. This includes development of Performance Development Plans (ePDP’s), Interim Reviews, Year-end 360 Degree Feedback, updates to Position Description Forms (PDF’s), schedule changes and adjustments, and other employee related concerns in conjunction with the Purchasing and Payables Supervisor.

Serve as trainer for and as subject matter expert on agency travel and on other specific topics as needed.

Accounts Payable: Review and approval authority for payments for all programs, OFM records, the payment and reconciliation of statewide vendors, accounts payable records and electronic funds systems, purchasing cards, contract payments and all reimbursements. Reviews and analyzes AFRS reports to respond to inquiries from vendors and general ledger reports for agency personnel concerning expenditures. Ensures that pay documents are coded appropriately, consistently, accurately and on a timely basis.

Contracts Payment: Reviews and approves contract payments ensuring compliance with specific AGO contracts, DES contract and procurement rules and regulations and OFM rules and regulations.

Travel: Review and approve travel reimbursement requests. Ensures compliance with state and federal travel rules and regulations.

Primary Accounts Payable Contact: Serve as primary escalation point for division contact and staff for questions or concerns, responsible to provide research and recommendations to FA5 for resolution. Authorize changes within standard procedure and established norms, escalate deviations to FA5 or Accounting Director.

Qualifications:

To Qualify at the Fiscal Analyst 3 level with In-Training to Fiscal Analyst 4:

Positions typically require a Bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting

AND

Two to three years of relevant professional experience.

To Qualify at the Fiscal Analyst 4 level:

Positions typically require a Bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting

AND

Three to four years of relevant professional experience.

For both:
  • Additional professional experience may substitute year-for-year for education, but not for the credit hours.
  • A Master’s degree in a financial-related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or management Accountant can be substituted for the professional experience.

SKILLS AND ABILITIES:

Knowledge of OFM’s policies and procedures; knowledge of DES purchasing rules, regulations and databases; knowledge of the IT purchasing contracts; knowledge of the AFRS and ECMS systems; understanding of agency mission; ability to deal effectively with difficult people and stressful situations; knowledge of product market; knowledge of various office equipment.
