The Department of Children, Youth, and Families (DCYF) is accepting applications for a Community Reentry Services Manager (WMS1) to assist the Regional Administrator in the planning, implementation, staff utilization and monitoring of regional parole and community services aftercare supports. The position is directly responsible, in both a primary and out-stationed office(s), for the oversight and administering of:

  • Functional Family Parole,
  • Community Reentry Services for All,
  • The County Consolidated Juvenile Court Contract,
  • Community Transition Services,
  • Transformational mentorship and other client service contracts.

The Opportunity (WMS1):

In this role, you will oversee the daily operations of Juvenile Rehabilitation's local parole supervision and community aftercare services. You will plan, organize, lead, and manage the work performed by the regional office, providing direct supervision to community counseling staff and other regional staff as assigned. Your responsibilities will include optimizing the use of regional resources, enhancing employee effectiveness through timely appraisals and professional development, and ensuring the successful execution of at-risk youth prevention programs in collaboration with local Juvenile Courts. Additionally, you will monitor the local contract for oversight of the monthly Juvenile Court Block Grant and detention billings.


Some of what you will do:

  • Manage, supervise and direct staff, conduct timely employee evaluations, and ensure employees receive training to accomplish duties of position.
  • Participate and promote strategies to address, recruit and develop a diverse and inclusive workplace.
  • Assist and support DCYF Policy 10.03 Tribal Relations and the implementation of Tribal Residential Service Agreements.
  • Supervise the delivery of Functional Family Parole (FFP) interventions and services to youth and families, ensures continuous quality improvement, and provides consultation to FFP case managers.
  • Ensure compliance with the Governor’s Reentry Executive Order 16-05.
  • Monitor and manage regional contract expenditures and assist with audits and inventory.
  • Provide leadership in the delivery of cognitive, behavioral and evidence informed treatment interventions with parole youth and families.
  • Ensure Reentry Team Meetings are facilitated for all youth reentering their community within the designated Region and during FFP.
  • Oversee the delivery of case management and direct supervision of the Community Transition Services to eligible youth and young adults completing their legal obligations.
  • Assist in promoting community-based access to reentry and rehabilitation treatment and services for all youth and young adults returning to the local community.
  • Negotiate, administer, monitor and manage contracts and grants with Juvenile Courts and community-based contracted service providers, monitor compliance, and approve expenditures for selected purchased services.
  • Monitor and conduct compliance audits for community-based programs.


Required qualifications:

Nine years of professional experience in a management position overseeing significant project or program implementation in a social series or similar organization, AND one year of supervisory experience.

OR

A Bachelor’s degree from an accredited institution of higher education, in Public Administration, Social Sciences or a closely allied field AND Five years of professional experience in a management position overseeing significant project or program implementation in a social series or similar organization, AND one year of supervisory experience.

OR

A Master’s Degree from an accredited institution of higher education, in Public Administration, Social Sciences or a closely allied field AND Four years of professional experience in a management position overseeing significant projector program implementation in a social services or similar organization, AND one year of supervisory experience.

  • Possess expertise in providing services to youth and understand adolescent development, at-risk youth and juvenile offender behavior, and principles/techniques and trends in juvenile rehabilitation.
  • Possess knowledge of juvenile risk and protective factors, evidence/researched based intervention programs that reduce recidivism, Community Transition Services, and JR’s integrated Treatment Model including Dialectical Behavior Therapy and Functional Family Parole/Therapy, principles of community-based supervision, treatment of sex offenders and offenders with substance abuse and/or mental health issues, and principles of casework practices, management, public administration and supervision.
  • possess a high level of knowledge of community resources, including development of new resources and have proficiency at maintaining community relations. Key community relationships may include but is not limited to: school districts; treatment providers; Tribes: community colleges; Juvenile Courts and local law enforcement.
  • Familiarity with the state contracting process, DOP specifications, the Washington State Juvenile Justice Act, Washington Administrative Code and Revised Code of Washington as it pertains to juveniles, DCYF Administrative Policies and JR Policies, case law and the Collective Bargaining Master Agreement.
  • Experience working in a community setting, and thrive in a highly accountable and measured performance environment.


In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Preference will be given to supervisory/administrative experience with community-based residential programs for juvenile offenders.
  • Demonstrated ability to analyze challenging situations in a social series environment and prioritize appropriate courses of action applying sound judgement and professional standards.
  • Demonstrated understanding of adolescent development and juvenile rehabilitation practices and principles; experience providing cognitive/behavioral therapeutic interventions.
  • Demonstrated competency in relating to clients from diverse backgrounds and cultural groups
  • Knowledge of youth/young adults development behavior and dynamics, societal trends and influences related to juvenile delinquency.
