The Washington State Department of Children, Youth, and Families (DCYF), Financial and Business Services Division, is seeking a proven and dynamic performer to join our team as a Contract Compliance Specialist (CS2) within the Contracts, Procurement and Purchasing Office. The Opportunity:
Do you enjoy a variety of contracting duties that impact the lives of Washington State families? Are you passionate about the work you do? Do you enjoy being challenged? In this Contracts Compliance Specialist position, you will rely on your ability to work under tight deadlines, adapt to changing priorities, and seek out creative solutions while delivering first class customer service, as well as building strong business relationships while you support the contract compliance process.
You will conduct in-person, on-site contract compliance reviews to ensure contractor compliance with contracted terms and conditions. This will involve following the compliance process, scheduling reviews within your regional area of responsibility (Region 1 & 2), reviewing documentation, understanding child welfare client services contract language to ensure compliance, participating in team meetings, writing compliance agreements and final reports, and providing training to regional staff.
This position requires the incumbent to travel several days a week within region 1 and 2 and other DCYF regions as assigned, to conduct on-site contract compliance reviews. This may involve occasional overnight stays. The incumbent will also occasionally participate in out-of-state contract compliance reviews as assigned, involving multi day, overnight stays. Due to this, a valid driver’s license and the ability to travel independently is required.
If selected for an interview, we will use video conferencing software to conduct interviews virtually. This position may require some in-office presence.

Some of what you will do:
Contract compliance activities:
- Responsible for planning, developing, initiating, scheduling, attending and conducting on-site contract compliance reviews with direct responsibility for all licensed facility reviews within your region area.
- Perform assigned compliance reviews for DCYF’s array of services, including Child Welfare (CW), Early Learning (EL) and Juvenile Rehabilitation (JR) client service programs.
- Conduct out of state compliance reviews as assigned.
- Provide on-site Technical Assistance (TA) to Contractors as part of the Compliance Review process.
- Assist program and fiscal staff to resolve non-performance or other problems by communicating to contractors, and drafting TA Action Plans or compliance agreements as needed.
- Establish and maintain provider contract compliance records in the contract management system according to SOP’s and guides.
- Identify and resolve areas where the Contractor is out-of-compliance with the contracted terms and conditions of the executed contract/agreement.
Training, Policy, Procedures, and other Supports:
- Provide consultation, technical assistance, and training to regional contract staff, management, field staff and contractors on best practices, rules and regulations regarding contract compliance.
- Assist in reviewing policies, procedures, SOP’s, guidelines, tools and forms for improvements and needed revisions, including updating and revising compliance tools and forms. Participate on committees, meetings, trainings and other collaborative activities as assigned.
- Assist regional contract team members as assigned.
Required qualifications:
An equivalent combination of education and experience totaling six years.
OR
A Bachelor’s degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field.
AND
Two years of experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analysis, contract compliance administration or conducting activities such as inspections, investigations, enforcement of policies/regulations/laws.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
- Experience in interpreting contract language and applying contracting policies, procedures, state and federal laws.
- Experience working with customers from varying backgrounds and experience.
- Experience assuring compliance with policies, procedures, laws, regulations or contracted terms and conditions.
- Ability to learn unique systems.
- Familiarity with DocuSign, SharePoint, Smartsheet or other content management systems
- Proficient in Microsoft Word, with a basic knowledge of Excel and Adobe Acrobat.
- Work within a team environment, utilizing excellent interpersonal skills.
- Ability to deal with change effectively.
- Demonstrated ability to write clearly and concisely.
- Excellent communication skills that include the ability to clearly convey information and ideas.
- Use effective listening skills to understand and learn.
- Maintain confidentiality both inside and outside of the workplace.
