The Opportunity:
As a Fiscal Analyst, you will provide guidance to Social Workers, Supervisors and Area Administrators concerning standards and procedures to ensure the accountability needs of the Department are met. You will perform a wide range of general and specialized fiscal activities including accounting, contracted services, grants or other financial requirements for Regional payments. This position requires knowledge of Office of Financial Management (OFM) policies and regulations, DCYF General Authorities, Occupational Safety and Health Standards (OSHS) Administrative policies; DCYF travel manual, procurement guidelines, contract policies and procedures, operation, practices and procedures, contracts, regional and local policies.
Some of what you will do:
- Perform fiscal duties such as financial report analysis, accounts payable, and/or accounts receivable discrepancy resolution.
- Interpret payment documents for compliance with contractual terms.
- Assist in the development of standards and procedures to ensure accountability needs of the Department are met.
- Review case records and FamLink screens to ensure payment practices comply with contracts, CA policy, federal mandates, etc.
- Analyze, determine and confirm appropriate fiscal services necessary to support case plans and permanency for children receiving foster care services.
- Coordinate activities to monitor and complete recovery of funds processed through Regional Overpayment claims.
- Coordinate or assist in the coordination of documentation to support the Department in Administrative Hearings for overpayments.
- Analyze, identify, and assist field staff to comply with mandates and regulations to maximize federal funding opportunities for accurate and timely payments.
- Ensure approval signatures and process for Appointment Approval Request (AAR) requirements are met for requested services.
Required Qualifications:
A Bachelor's degree OR Equivalent education/experience totaling four (4) years.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
Bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and one (1) to two (2) years of relevant professional experience.
A Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can substitute for professional experience.
Previous demonstrated experience interpreting payment documents for compliance with contractual terms.
Previous demonstrated experience reviewing case records.
