The Opportunity:
This is a professional headquarters level position under the direction of the Procurement and Purchasing Manager within DCYF. This position provides advanced-level guidance, consultation, and advice while managing a team of Contract Specialists. This position oversees the staff that complete procurements, contracts and develop training. This position manages the DCYF HQ Procurements Team, ensuring that the procurement needs of the agency are consistently met. Additionally, this position provides expert advice/consultation to the DCYF staff and ensures that priority items are resolved in a timely fashion. In addition to training new employees, along with the scheduling/assignment of work, the person in this role will exercise independent judgment to determine the correct course of action with regard to procurement activities; while also ensuring that all activities are compliant with applicable laws/regulations.
Some of what you will get to do:
- Ensure the HQ Procurements Team is organized and operating at peak efficiency.
- Approve requests for leave and schedule changes, while ensuring the needs of the agency and customers, both internal and external to the organization, are met.
- Provide an advanced level of professional advice and guidance to staff who are actively engaged in the resolution of issues, such as the interpretation and application of policies and rules promulgated by DCYF and DES, related to procurements and contracts for the department.
- Develop, mentor and train Contract Managers for the implementation; management, and monitoring of contracts under performance based contracting criteria.
- Educate Program Managers about the contracting process, providing guidance, assistance, and tools to internal clients.
- Oversee the development and approval of all formal procurement work related to include, but not limited to professional service, client service, custom, and performance based contracts.
- Notify the HQ Procurement and Purchasing Manager of any new policies, laws and requirements, which could impact the procurement policy and procedures of DCYF.
- Represent DCYF in inter-agency and intra-agency workgroups which concern contract and procurement issues.
Required Qualifications:
- Equivalent education and experience in interpreting contract language and applying policies, procedures, state and federal law and compliance with policies, procedures, procurement laws, regulations or contracted terms and conditions, totaling nine (9) years.
OR
- A Bachelor's degree* or higher in business administration, public administration, law, or a related field and five (5) years of experience interpreting contract language and applying policies, procedures, state and federal laws, and compliance with policies, procedures, procurement laws, regulations or contracted terms and conditions.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
- Five years of policy and training development experience.

Previous and demonstrated experience as follows:
- Eight (8) years analyzing policies, laws, rules, or regulations.
- Five years managing a unit of more than three employees.
- Five years of policy and training development
