Salary: $54,204.00 - $72,924.00 yearly.
The Department of Children, Youth, and Families (DCYF) is looking for a Title IV-E Specialist (Public Benefits Specialist 4) to help maintain the child welfare system funding in the State of Washington.

The Opportunity:
As an essential member of our team, you will work as an expert eligibility specialist conducting reviews of eligible cases to ensure the accuracy of federal funding claims. You will also determine appropriate funding sources for each individual child for the Adoption Support Program. Some of what you will do:
- Determine child eligibility for needs-based federal programs, including the Foster Care Maintenance Program, Adoption Support Program, and Relative Guardianship Assistance Program.
- Determine if households meet financial need and deprivation of parental support requirements for federal reimbursements.
- Synthesize, evaluate, and verify information to determine if households meet specific criteria for financial needs.
- Identify discrepancies, errors, and trends found in case files and the computer information systems of DCYF.
- Seek information from social workers and other private and public sources as needed to assist in establishing child and family socioeconomic situations.
- Determine household compositions, relationships, total gross and net earnings, and other influencing factors.
- Determine if other benefits exist or are available to children while in substitute care.
- Analyze data and create comprehensive summary of eligibility factors that support final decisions.
- Audit ineligible and closed cases periodically to determine if ineligibility decision could be reversed based on new information.
- Review funding source discrepancy lists and provide thorough research and resolutions.
- Participate in Federal and State audits of title IV-E eligibility and peer review the unit, office, regional, and state levels as needed.
- Report to DCYF Headquarters regarding issues that could negatively impact federal funding claims.
Minimum qualifications:
Equivalent combination of education and experience totaling five years (5 years) examining/processing loan applications, medical insurance or rehabilitation claims, unemployment insurance claims, or a job providing staff support in financial eligibility determination, or in a job analyzing, verifying, and evaluating financial data and information.
OR
A Bachelor’s degree, AND one year of experience as a Public Benefits Specialist 3.
OR
A Bachelor’s degree, AND one year of experience as a Public Benefits Specialist 2 determining eligibility for long-term care services.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
- Six months of experience determining eligibility for Title IV-E federal funding.
- Knowledge of public welfare philosophy, State and Federal welfare laws and regulations, principles, problems, and practices of public welfare administration.
- Knowledge of individual and group behavior, social behavior, social and economic conditions, and their effects upon individuals.
- Knowledge of office procedures and practices, and leadership skills.
- Ability to determine eligibility for needs-based public welfare programs and gather sufficient documentation to verify all criteria.
- Ability to work cooperatively with staff, clients, and members of the community.
- Ability to direct and assist others in interpreting information and data and make independent decisions.
- Ability to lead and train staff in a team environment, and work in a fast-paced, high stress environment.
- Ability to identify problems and troubleshoot solutions.
- Ability to organize, assess, prioritize, and manage individual caseloads, and read extensive amounts of written case and policy materials.
- Ability to extract pertinent information, complete work in an accurate and timely manner, and meet other prescribed deadlines.
