This position works within the State Efficiency and Environmental Performance Office (SEEP) in the Energy Division. This position provides supervision of professional staff as the lead analyst for the SEEP Office, and is responsible for specific data systems and analytics work in support of the SEEP Office. This position leads and oversees research efforts, data management and analysis, provides expert consultation to the SEEP Director, and presents findings and makes recommendations regarding state agency environmental performance projects that reduce greenhouse gas (GHG) emissions and toxics. By using performance analytics and developing tools and strategies that effectively communicate results to decision makers, this position ensures data-driven decision making and demonstrates results from state agency work related to SEEP. This position supports the SEEP Director in strategic alignment and long-range planning activities related to performance measures, state agency operations, budget development, and policy.
This position requires a combination of technical expertise, creativity, collaboration, self-motivation, and an interest in using data to understand and address community needs, as well as the ability to gather, manipulate, and draw insights from a wide range of datasets and formats. The work also incorporates the development of online tools to effectively deliver information and resources to a variety of audiences.
Duties
- Leads key research and reporting efforts identified by the SEEP Governing Council, Guidance Team, and working groups.
- Leads collaboration with diverse groups including state agency representatives, subject matter experts, contracted service providers, utilities, and others to support research and analytical efforts.
- Collaborates directly with SEEP Governing Council members and serves as the back-up to the SEEP Director at Governing Council meetings and other forums.
- Oversees the preparation of reports for the SEEP Governing Council, agency executive leadership, legislative representatives, and other stakeholders.
- Presents research findings and recommendations to decision-makers, elected officials, and others in a variety of formats and settings.
- Evaluates state agency policies, programs, and processes to identify leverage points that could help integrate SEEP with existing business practices.
- Provides expert consultation to the SEEP Director in shaping the strategic direction of the SEEP program and data-driven decision making.
- Ensures that research and reporting efforts are aligned with ongoing efforts at Results Washington, OFM, and other statewide and interagency forums.
- Monitor legislation, hearings, and bill activity and provide management with analysis and recommendations.
- Coordinate research on bills and legislative activities, and contribute to bill analysis and fiscal notes during legislative session.
- Serve as the back-up to the SEEP Director as needed for legislative testimony and meetings.
- Provides expert-level consultation on data related to environmental performance, energy consumption, Greenhouse Gas (GHG) emissions, state facilities, transportation, budget & finance, procurement, and other topics to executive leadership.
- Oversees data collection on environmental performance and toxics reduction efforts at state agencies.
- Organizes and manages complex datasets from a broad set of state agency operations.
- Leads data analysis and advises SEEP Director and agency representatives on trends, performance, etc.
- Evaluates the impacts of state agency investments related to SEEP to help assess progress towards targets and goals and improve the impact of future investments.
- Uses data to help evaluate success, identify opportunities, inform decision-making, and demonstrate results.
- Supervise a team of professional staff.
- Oversee all work performed for the solar energy grant programs, and any related direct appropriations.
- Delegate workload responsibilities, priorities, and assignments to staff.
- Provide regular feedback, coaching, and guidance to staff.
- Evaluate staff performance and address concerns as necessary.
- Recommend corrective or disciplinary action to the Supervisor.
- Assist and coach staff with problem solving and conflict resolution.
- Identify information needed to clarify a situation and seek information from appropriate sources.
- Tackle problems with a logical and systematic approach.
- Take the initiative to seek input from peers and Supervisor to help with problem solving.
- Encourage and support staff professional development goals and provide growth opportunities.
- Work with staff to determine training needs.
- Establishes and oversees process and methodology for complex data collection and performance analytics, in support of specific SEEP initiatives and overall program coordination.
- Consults with diverse groups of executive management, interagency representatives, and subject matter experts to develop databases, metrics, and reporting tools.
- Uses current and emerging technology to create data visualizations and develop data dashboards, to effectively communicate results to senior leadership, policy makers, and the public.
- Manages data management strategies and reporting metrics with feedback from interagency stakeholders, executive management and subject matter experts facilitating process improvement and accurate reporting.
- Leads collaboration efforts with existing performance management and results reporting bodies including OFM and Results Washington.
Qualifications
Any combination of the professional level experience in conducting research and analyzing policies, laws, rules, or regulation AND college level coursework in business or public administration, law, or related field totaling nine (9) years.
OR
Nine (9) years of experience conducting research and analyzing policies, laws, rules, or regulations.
OR
Associate’s degree in business or public administration, law, or related field and seven (7) years of professional level experience in conducting research and analyzing policies, laws, rules, or regulation.
OR
Bachelor’s degree in business administration, public administration, law, public health, health administration, environmental science, engineering or related field and four (5) years of professional level experience in conducting research and analyzing policies, laws, rules, or regulation.
- Skilled at gathering and synthesizing disparate data from a wide range of sources in a variety of formats.
- Analytical/problem solving skills and enthusiasm for pushing technical limits and finding creative solutions.
- Experience applying a range of statistical analyses to practical decision-making contexts.
- One-year or more experience in the following:
- interpreting and analyzing data
- creating presentation materials and conducting presentations and trainings
- Staff supervision and management
- Intermediate or better level of database knowledge and experience
- Demonstrated experience using word processing software, building and editing spreadsheets in Microsoft Excel, and use of internet for research
- Demonstrated ability to collaborate and build partnerships among people with diverse and challenging interests

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remotely or have a hybrid schedule.
