(Human Resource Consultant 3)
Full Time | Permanent
Salary Range: $5,628 - $7,571 Monthly
The duty station for this position will begin at the Washington Corrections Center (Shelton, WA),
then move to Lacey, WA in June, 2025.
This position is represented by the Washington Federation of State Employees.
This position requires in facility work daily.

The position is senior level with the goal of delivering an on-boarding academy training for the newest members of our agency workforce.
The Academy Facilitator has the goal of effectively preparing new staff to become competent corrections professionals within our prison facilities -utilizing research-based training materials and methodologies. This position is a member of a team of professionals that produces learning experiences, transferring competency to performance in direct job alignment with vision, values, and expectations of the agency.
The challenges of this position include effectively preparing new staff to perform their duties working with incarcerated and supervised individuals safely, securely, and respectfully. The challenges are critical on-going responsibilities that reflect commitment to the agency vision, mission, and values, and our agency’s stakeholders

Duties

As a Human Resource Consultant 3 – Academy Facilitator, some of your duties will include:

Competently deliver professional level instruction for various audiences based on adult learning theory with a focus on learning and performance which will include:
- Delivering TDU curriculum and other curricula as assigned with the level of expertise required to achieve the learning objectives and performance outcomes
- Working collaboratively with other instructors, curriculum staff and supervisors to adapt and deliver individual courses and training expectations to meet the needs of students
- Working collaboratively with other instructors to train, coach and mentor students towards knowledge and skill outcomes based on an integrated learning model

Actively contribute to the effective operation and continued quality improvement of the Training and Development Unit which will include:
- Organization and coordination of academies and training delivery
- Assume accountability for the accuracy and quality of student learning
- All other duties related to training, learning and performance
Qualifications
What we need (required qualifications):
- High School Diploma or equivalent
- Two years' experience involving the teaching/training of adults. (Not considered as full-time experience.)
- Minimum of two years' experience working in a corrections-related field including working with incarcerated individuals / or those under agency jurisdiction
- Ability to present and facilitate training in front of large audiences
- Ability to understand and deliver Adult Learning Theory training to adult learners for corrections
- Ability to instruct or to gain the skills and experience to instruct all TDU designated training for all DOC staff
- Ability to attain and maintain required certifications within one year of appointment. This may include the requirement to be certified as a First Aid/CPR Instructor, OC Instructor, Taser Instructor; with the intent to become certified in Virtually Lead Training, and Facilitation of Learning Delivery Instructor
- Ability to respond to training needs statewide with minimal notice
- Accept high level of personal and professional responsibility and accountability
- Consistently demonstrate reliability in attendance and punctuality as well as flexibility in work schedule
- Proven ability to work effectively in an operational unit that values professionalism, diversity, collaboration, integrity and continuous quality improvement to instructional quality and customer service to students and stakeholders
- Demonstrate competence to execute expert level organizational and functional skills. Possess skills and experience to garner respect from peers and stakeholders
- Proven ability to work effectively within a team-oriented working environments that includes interaction with incarcerated individuals or those under agency jurisdiction
- Ability to work effectively with basic computer programs in addition to immerging technologies that improve training delivery
- Ability to be adaptable to change; contribute in productive and innovative ways to meet agency training needs
- Serve as a professional representative of DOC to the public
- Dress appropriately for the position
What will make your application stand out (preferred qualifications):
- Bachelor's degree with focus on adult learning, human resources, business, social or organizational behavioral sciences, or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation (CHEA) or a foreign equivalent
- Knowledge and application of adult learning principles
- Additional certification as an instructor of job knowledge/skill training for adult learners. Experience with training in the corrections field
- - prisons and/or community corrections experience
- Understanding of and/or experience with project management, Lean principles, Evidence Based Practices Core Correctional Practices, AMEND, Washington Way program, and Risk Needs Responsivity
- Demonstration of instructor development to include Fundamentals of Learning Delivery, Fundamentals of Curriculum Design, or other instructional certification
- Field Instructor or Master level certification in Defensive Tactics

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
