Salary Range: $87,708 - $117,960 Monthly

This position is represented by the Teamsters 117 Bargaining Unit.

The Washington State Department of Corrections Research and Data Analytics (RDA) team is searching for a motivated expert in providing data visualization solutions to join their team as a correctional Data Specialist (MA5)! The goal of the Management Analyst 5 is to provide visualization expertise to help develop our Power BI infrastructure.

The Data Specialist is a critical position for the agency. It is vital to developing compelling and visually striking dashboards, infographics, graphics, and reports regarding complex and often unprecedented issues with a broad scope and significant budget or policy impact. This is an excellent opportunity to use your data science skills, as you will be responsible for providing technical data visualization advice and consultation on data-related issues to the RDA team. You will provide data visualizations and analyses for management solutions, reports, and presentations on divisional, agency, and routine issues.

Working within the Research and Data Analytics unit, you will transform complex correctional data into actionable insights that inform policy, improve operations, and enhance public safety outcomes.
You will be seen as a strategic expert in developing compelling and visually striking dashboards, infographics, graphs, and reports regarding complex and often unprecedented issues with a broad scope and significant budget or policy impact. We are seeking someone with a demonstrated track record of published analytical projects in a collaborative or independent research capacity, emphasizing data-wrangling or data-engineering abilities leading to dashboards or reports for large datasets.

As a Management Analyst 5, some of your duties will include:
  • Data Analytics and Visualization Leadership which could look like:
    • Designing and implementing data visualizations and analytical products using Power BI and other tools to translate complex correctional data for executive leadership and operational staff
    • Conducting statistical analyses using R, Python, or SAS to evaluate DOC programs, policies, and operations
    • Developing standardized templates and style guides ensuring consistent, accessible data presentation
    • Creating interactive dashboards enabling real-time monitoring of key operational metrics
    • Validating data quality and ensures analytical product reliability
  • Strategic Analysis and Consultation
    • Partnering with operational units to identify key metrics and develop data products supporting decision-making
    • Analyzing complex datasets to assess policy and program impacts on incarcerated persons, staff, and public safety
    • Implementing reproducible analytical workflows ensuring consistent reporting across departments
    • Providing technical consultation on data visualization and analytical best practices

Qualifications

What we need (required qualifications):
  • Master's degree in criminal justice, data analytics, statistics, social sciences, or related field
AND
  • 2 years of professional experience in data analysis and visualization
OR
  • Bachelor's degree in related field
AND
  • 4 years of professional experience in data analysis and visualization.
OR
  • Associate’s degree in related field
AND
  • 6 years of professional experience in data analysis and visualization
OR
  • High school diploma or equivalent
AND
  • At least 8 years of professional experience in data analysis and visualization.
In addition to the above education and experience, the below knowledge, skills and/or abilities are required:
  • Experience creating interactive dashboards and analytical products
  • Strong analytical and problem-solving abilities
  • Excellence in translating complex data into clear visual stories
  • Outstanding written and verbal communication skills
  • Ability to work independently while collaborating effectively
  • Project management and organizational skills

What will make your application stand out (preferred qualifications):
  • Advanced proficiency in data visualization tools (Power BI)
  • Strong experience with statistical analysis software (R, Python, or SAS)
  • Demonstrated ability to work with large, complex datasets
  • Familiarity with Agile and git DataOps

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
