The Department of Corrections is seeking a highly motivated and qualified individual to take on the dynamic role as a Regional Business Manager, which is a Washington Management Service (WMS) position. This is a full-time, permanent position located at Department of Corrections Headquarters.

The duty station for this position may be flexible dependent upon the top candidate’s location. The duties of this position can primarily be performed via telework anywhere in the state of Washington, from a home-based office, or a field office if space is available. The successful candidate for this position will have requirements to travel to facilities and attend in-person meetings, trainings, and other work-related gatherings as directed. Ability to telework is contingent upon Department approval and meeting Department telework policy requirements.

Duties

This position reports directly to the agency Senior Business Operations Manager. The position is responsible for managing institutional business and warehousing operations and is a senior member of the Business Services management team. The Business Services unit is responsible for all accounting functions including accounts payable/receivable, payroll, and local funds. Additionally, the Business Services unit is responsible for all purchasing, receiving, and delivering of products for DOC. The Regional Business Manager is part of the management team and works directly with DOC Extended Leadership Team (ELT), Office of Financial Management (OFM), and Department of Enterprise Services (DES), staff, union representatives, and other stakeholders.

This position is also responsible for improving business practices and performance by utilizing the LEAN principles to value stream processes and eliminate non-value-adding work and unevenness through the system. Accountable for maintaining internal controls, in accordance with OFM requirements. Provides direct supervision and leadership of Business Managers and Business Services operations at facilities or field offices.

Qualifications

Required Qualifications –
  • Bachelor’s degree in Professional Accounting, Business Management, or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent.
    • Equivalent experience, in addition to the seven years’ experience required below, will substitute year-for-year for the bachelor’s degree.
  • Seven (7) years of professional accounting experience at the journey level or higher.
    • In the absence of a bachelor’s degree, 11 years of equivalent experience is required.
  • Five (5) years supervisor experience to include coaching, mentoring, training.
  • Four (4) years of professional level experience providing consultation and direction on the most complex issues/questions in areas of; ethics, budgeting, accounting, purchasing, warehousing, interpretation of statues, rules, and regulations.

Preferred/Desired Qualifications –
  • Working knowledge of AFRS, Enterprise Reporting (FastTrack) or AFRS toolbox, Datacube, and ATLAS.
  • Working knowledge of Microsoft Excel and Word.
  • Extensive knowledge of Collective Bargaining Agreements with focus on articles related to compensation, leave, and overtime.

Telework Details
Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility as business requires.
