The Contracts & Procurement (C&P) Division provides centralized procurement leadership, solutions, and services in support of all state agencies and other government entities’ operations.
About the Opportunity:
As a Management Analyst 5, you will provide expert process and business analysis to support C&P programs, focusing on complex, multi-agency initiatives that integrate technology, business needs, workflow analysis, and innovative solutions. You will design and implement strategies, solutions, and projects informed by collaboration with management, vendors, customer agencies, and statewide groups. Utilizing Lean quality tools, data analytics, and project management expertise, you will lead enterprise-level projects, develop reports using diverse data sources, and deliver actionable insights to executive management, state agencies, and other stakeholders. Additionally, you will present findings and recommendations to diverse audiences, including elected officials, ensuring informed decision-making and effective project outcomes.
Duties
Some of What You’ll Enjoy Doing Includes:
Manage and facilitate complex enterprise projects spanning multiple agencies, programs, and systems.- Provide data analytics, reporting, systems support, and customer service for the Contracts and Procurement division.
- Apply DES Lean quality tools to enhance multi-agency workflows, systems, data, and processes.
- Oversee enterprise-wide datasets to ensure compliance with statutory reporting requirements.
- Support diversity spend tracking and analysis for DES and statewide initiatives.
- Develop financial tools, including tracking worksheets, charts, and forecasting projections.
- Conduct advanced market, expenditure, trend, and cost/benefit analyses.
- Prepare and complete fiscal notes for C&P programs.
- Manage vendor fee processes, troubleshoot issues, and implement corrective actions.
- Lead annual and IT contract reporting to meet legislative requirements.
- Other duties as needed.
Qualifications
Required Qualifications:
- A valid Washington State driver's license.
- Bachelor’s Degree in business administration, accounting, public administration, law, public health, health administration, or a related field. NOTE: Additional qualifying experience may substitute this required education requirement, year for year.

Five (5) years of demonstrated experience in two (2) or more of the following areas:
- Conducting research
- Analyzing policies, laws, rules, or regulations
- Conducting business analysis and developing requirements
- Leading business projects
- Managing business operations
- Business policy development
- NOTE: Additional qualifying education may substitute this required experience requirement, year for year.

Five (5) years of experience using Microsoft Excel to compile, analyze, and report data through use of:
- Pivot tables
- Visual/graphic data modeling
- Filtering
- Data import/export
- Two (2) years working with data analysis related to contracts, to include spend analysis.
Preferred Qualifications:
- Quality process certification (Lean, ISO, or recognized quality program).
- Business process analysis certification.
