The Facility Professional Services (FPS) Division provides professional public works project management, energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.
About the Opportunity:
As an LCM Project Manager within the DES Facility Professional Services (FPS) division, you will have the rare chance to deliver significant building projects on the state’s historic capitol campus. Among some of the many exciting opportunities this team offers, you will be involved with:
- Washington State legislative process and capitol budgeting
- Campus design and construction
- Historic building preservation and renovation
- Olmsted design
Duties
Some of What You’ll Enjoy Doing Includes:
- Conduct routine and periodic site visits to inspect state-owned or managed buildings and facilities.
- Develop, review, and monitor scopes of work, schedules, and cost estimates for major capital and minor works projects.
- Oversee all phases of project delivery, including planning, budgeting, design, permitting, construction, and close-out.
- Provide guidance to consultants and contractors to ensure scopes, schedules, and budgets are effectively managed.
- Monitor capital project budgets and expenditures to ensure compliance with authorized allocations.
- Review and approve project invoices, contract amendments, change orders, and field authorizations.
- Collaborate with internal and external teams to prepare and implement communication plans for projects.
- Ensure alignment with stakeholders, leadership, and special interest groups on project goals and updates.
- Manage contracted activities to ensure quality and timely completion of major capital and minor works projects.
- Provide technical guidance for asset-level business plans and operational spending plans, ensuring alignment with the Master Plan, 10-Year Capital Plan, and other strategic initiatives.
- Actively participate in team meetings, workshops, and state advisory committees, preparing presentation materials and collaborating with internal teams for effective communication and documentation.
- Build and maintain positive relationships with tribal, federal, state, and local officials, stakeholders, special interest groups, and the public.
- Other duties as needed.
Qualifications
Required Qualifications:
- Bachelor's degree with major study in architecture, engineering, or construction management from an accredited institution.
- Four (4) years of professional experience in architecture, engineering design, or facility construction.
- NOTE: Eight (8) years of equivalent education and/or professional experience (as described above) may substitute the listed education and professional experience requirements, year-for-year.

Ability to:
- Adapt to changing environments, develop strategic work plans, and implement effective project management processes and tools.
- Build and maintain positive relationships within DES, across divisions, and with tribal, federal, state, and local officials, stakeholders, and the public.
- Interpret and apply DES policies, accept responsibility for projects, and address challenges with flexibility, creativity, and initiative.
- Communicate effectively with large groups, produce clear written materials, and think strategically and tactically to draw logical conclusions.
- Supervise planning staff and manage multi-disciplinary internal and external teams to achieve program and project goals.

Working Knowledge of:
- Architectural or engineering design principles, construction methods, and public works project planning.
- Expertise in project and program management for large-scale capital or public works projects, including cost estimating and contract administration.
- State and local building codes, energy codes, land use regulations, and environmental standards.
- Government administrative structures, State Public Works Laws, and building regulations.
- Proficiency in leadership, stakeholder engagement, customer relations, and using project management and office software tools.

Working knowledge of the following:
- Comprehensive and master planning, capital improvement planning, operational and maintenance planning, and financial management strategies.
- Capital budget development and implementation experience and knowledge of the OFM’s budget instructions and related process.
- Management of project documentation, including project management, design and construction records and other supporting materials.
- General requirements for working with and preserving public and historic state-owned lands, buildings and other resources.
- Federal building and energy codes, land use and environmental regulations, and public agency and private industry construction-industry related laws, policies, standards, and practices.
- Statewide Environmental Policy Act (SEPA) and related review and approval process.
- LEED Silver (or above) objectives and practices, and Zero-Energy Building (or Net-Zero) principles and practices.
- Competency in performing Quality Assurance and Quality Control (QA/QC) reviews for architectural, engineering, and landscaping maps, plans, drawings and details, and performing constructability checks and lifecycle cost analyses.
- Geographic Information System (GIS), computer-aided-design (AutoCAD), and facility management (CMMS) technology and related software, and database development and management.
- Construction claim and dispute resolution strategies and techniques
- Procurement of government goods and services, including direct experience with applicable state rules and regulations.
