The Facility Professional Services (FPS) Division provides professional public works project management, energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.
About the Opportunity:
As a senior-level Project Manager within the Engineering & Architectural Services (EAS) Program, you will lead the design and construction of public works projects for state facilities and institutions with multiple buildings. You will collaborate with clients to plan and budget capital projects, develop project assignments, and ensure alignment with biennial budget appropriation requests. Acting as a client advocate, you will coordinate with private design firms, oversee the creation of designs and specifications, and manage complex building projects, including planning, scheduling, and cost control. Additionally, you will champion Lean principles to enhance process efficiency, reduce government operational costs, and promote a culture of continuous improvement throughout the agency.
Duties
Some of What You’ll Enjoy Doing Includes:
- Provide professional project management for capital project development, design, construction, and closeout.
- Assist client agencies in addressing complex facilities issues and stewarding their capital public works projects.
- Offer technical support to clients during capital budget development.
- Collaborate effectively with contractors to ensure project success.
- Administer and manage construction contracts for new construction and renovations.
- Review and approve bid documents, specifications, cost estimates, change orders, and contract amendments.
- Oversee project milestones, resolve substantial completion issues, and manage punch lists and warranty claims.
- Coordinate and manage professional architectural/engineering services for complex design, bidding, construction administration, and closeout of projects.
- Collaborate with consultants, review and approve bid documents, specifications, and A/E cost estimates, and negotiate fees per guidelines.
- Track and review project documents throughout construction, including RFIs, ASIs, and Field Authorizations.
- Provide expertise in cost estimating, cost control, scheduling, and construction contract administration.
- Other duties as needed.
Qualifications
Required Qualifications:
- Bachelor's degree involving major study in architecture, engineering, construction management, or closely allied field.
- Four (4) years of experience in construction and project management of small to large capital construction projects, reviewing professional cost estimates, schedules, coordination of design, method of project delivery, bidding procedures, construction administration, and closeout of all projects. NOTE: Additional qualifying experience may substitute the education requirement, year-for-year.
- Ability to develop a working knowledge and understanding of the DES Public Works policies supporting the execution of all projects.
Preferred Qualifications:
- Registered Architect OR Professional Engineer license in the state of Washington.

Knowledge in:
- Theory, principals, and practices of architectural design, with emphasis on planning and design of public buildings and facilities.
- Design service costs, construction costs, government capital budget procedures, estimating building construction costs.
- Statutes pertaining to State public works.
- Program area to carry out assignments, function independently, and require only general direction from the supervisor. Assignments are carried out using policies and program objectives and work is planned and organized based on program priorities and deadlines.
- Principles, practices, and methods of resource management; the application of emerging technologies to existing methods and of techniques of testing, data gathering, base research and field investigations; applicable state, federal, and local regulations and policies; multimedia principles and practices.
- Building materials and construction methods and construction contract administration.
- Design service costs, construction costs, government capital budget procedures, and estimating building construction costs.
- Ability to provide technical direction to professional staff for complex or controversial studies or projects; design and develop guidelines for enforcement activities, field studies, and siting surveys; provide final review for technical reports, and conclusions reached by professional staff/ work effectively with other government officials, and other clientele groups on complex or controversial issues or problems.
