This position offers a dynamic opportunity to oversee the successful delivery of capital construction projects, ensuring that all phases, from civil and structural to mechanical, electrical, and safety comply with design specifications and are properly executed.
Envision yourself managing a variety of public works projects, including building, hatchery, restoration, and utility projects as well as inspecting construction phases, developing project scope and schedules and managing budgets.
What to Expect-
Among the varied range of responsibilities held within this role, the Construction and Project Coordinator will,
Construction Site Inspector:
- Inspect and monitor construction sites to ensure overall compliance.
- Use survey instruments, metering devices, tape measures, and test equipment, such as concrete strength measures, to perform inspections.
- Ensure the contractor is compliant with the plans and specifications for the project and communicates project status with the project engineer.
- Maintain daily logs and supplement inspection records with photographs.
- Prepare detailed activity and progress reports, noting all potential problems observed.
Manage Projects:
- Manage Public Works, Limited Public Works and In-House Projects to ensure project scope meets expectations and the projects are on schedule and within budget.
- Develop scope, schedule and budget for assigned public works projects.
- Evaluates and directs the work of public works contractors.
- Works with the construction crew to accomplish in-house construction projects.
- Maintain an up-to-date and accurate log of activities associated with assigned projects.
- Perform construction administration duties for several concurrent projects.
- Perform a key role in project planning, budgeting, and identification of resources needed.
- Project accounting functions including managing the budget, tracking of team expenses and minimizing exposure and risk in the project.
- Evaluate and approve construction materials and methods proposed by contractors, subcontractors, and material suppliers.
- Identify the elements of project design and construction likely to give rise to disputes and claims.
Project Consultant:
- Provide peer and constructability review of Department Architect/Engineer and In-House design projects prior to public works contracting to ensure quality and consistency of designs.
Working Conditions:
Work Setting, including hazards:
- Duties are performed in an office setting, and on construction sites (hatcheries and wildlife areas).
- Walk on uneven terrain and steep slopes for extended periods of time and tolerate inclement/adverse weather conditions.
- Climb ladders, work from boats and work from elevated locations.
- Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
- Must be able to negotiate water in emergency situations
Schedule: Schedule is variable. Typically, 4 days per week, 10 hours per day, between Monday – Friday. May be required to work more than 40 hours per week or on weekends.
Travel Requirements: Travel is required throughout the State up to 100% of the workweek to meet the business needs of the Department and assigned projects.
Tools and Equipment: Computer hardware and software; multi-line telephones; testing equipment materials and motor vehicles.
Customer Interactions: Frequent interactions varying between Federal, Local, Inter-Agency, and Intra-Agency customers and vendors.
Qualifications:
Required Qualifications:
Four (4) years of experience in project or construction management.
In addition to the above, the following competencies are required:
Knowledge of:
- Strong working knowledge of Microsoft computer software (Excel, Word, Outlook).
- Principles of project management for building construction.
- Principles and practices of engineering and architecture related to design and construction of buildings.
- Fundamentals of electrical and structural engineering.
- Effectiveness and energy conservation aspects of various air conditioning and heating systems, water and wastewater systems, appurtenances to electrical systems, hardware and other appurtenances adding to convenience, comfort, efficiency, safety and handicapped accessibility of complex buildings.
- Cost estimating.
- Administrative procedures and systems relating to capital projects and supervisory principles and practices.
Ability to:
- Understand and interpret written and oral directions, specifications and plans, deal tactfully and positively with engineers, architects and others in the private sector as well as state officials.
- Complete projects on schedule, within appropriation amounts and in accordance with.
- Maintain accurate logs of activities associated with assigned projects.
Certifications/Licenses:
Valid Driver’s License
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:
- Bachelor’s degree in architecture, naval architecture, engineering, building construction, marine engineering or closely allied field.
- Certifications in inspection or materials testing.
- Valid First Aid and CPR Certification.
