The Department of Natural Resources (DNR) has an exciting opportunity within our Wildland Fire Management Division in Aviation. As the Air Support Program Specialist, you will provide oversight of the state's contracted aerial wildland fire response and ensure all administrative functions are streamlined for Aviation Operations.
Duties
Responsibilities:
- Aviation Program Contract Management
- Supervision, Oversight, & Management of Aviation Finance & Contract Personnel
- Air Operations Support
- Air Operations Coordinator for Wildland Fire Aerial Response
- Conducts audits of Aviation contracts and Aviation Purchases
- Serves as the Aviation Contract Representative (COR) for the Contracting Officer (CO)
- Leads Aviation Contracting Procurement for aircraft, maintenance, and other aviation services.
Qualifications
Required Qualifications:
- High school diploma or GED equivalent.

Fully qualified in one of the following NWCG/DNR/USFS/DOI/US Military qualifications:
- Air Operations Coordinator/Specialist
- Helibase Manager
- Air Tactical Group Supervisor
- Air Tanker Base Manager
- Aviation Branch Director
- Air Support Group Supervisor
- Pilot Instructor/Trainer (Current or Previously carded (USFS/DOI/DNR),
- Aviation Program Manager,
- Unit Aviation Officer,
- Aircraft Dispatcher
- Experience at an intermediate level in computer knowledge (e.g. Microsoft Office, aviation planning software, aviation maintenance tracking software, etc.).
- Program management experience.
- Supervisory and personnel management experience.
- Experience with government contract management.
- 2 years of experience soliciting, grading, awarding, and managing aircraft contracts.
- 1 year of experience working in an organization with an Aviation Safety Management System (ASMS).
- Strong interpersonal skills such as the ability to interact and effectively communicate with all personnel, vendors, and management.
- Multitasking ability.
- Excellent verbal and written communication skills.

- Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.

- FEMA ICS-100 & ICS-700,
- WA DES Contract Management 101-401.
- About 80% of work is office, and 20% is field-oriented at locations throughout the State.
- Considerable travel may be required. Travel by aircraft may be required at times.
- A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
- 2 Years’ experience in Aviation Operations Management (e.g. Government Public Aircraft Operations, USFS/DOI, FAA 14 CFR Parts 133, 135, or 137, or Military Aircraft Operations).
- 1 year or more of completing or processing aircraft cost forms for payments.

Associate’s degree or higher in one of the following disciplines:
- Aviation Operations
- Aviation Safety
- Office Management
- 2 years of experience with Washington State contracting and procurement.
- Formal Training in Automated Aviation Maintenance Programs and Aircraft Record Keeping.
- Experience in aircraft contracting (management or procurement) under Washington State or federal aircraft procurement rules.
