This Contract Specialist 2 position reports directly to the Unit Supervisor – Services within the Procurement of Goods and Services group and supports programs within Equipment Services, Facilities, and Radio teams as well as all agency IT contracting for services.

The Office of Legal Affairs & Business Practices (OLABP) is committed to upholding integrity, diligent legal practices, and ethical business conduct. We actively support risk mitigation, liability protection, responsible procurement, and resource management. OLABP programmatic areas include agency Legal Affairs, Risk Management, Internal Controls, External Audit Coordination, Privacy, Procurement of Goods and Services (PGS), coordination of agency Rulemaking, and environmental reviews and analyses carried out pursuant to the State Environmental Policy Act (SEPA).

This position supports the mission and goals of DNR by facilitating the appropriate contractual processes and ensuring that the administrative functions of contract management are completed for assigned contracting areas. This position works closely with the Enterprises Services team and region/division programs to ensure compliance with programmatic and state requirements.

Duties

Responsibilities:

  • Contracts and procurement program administration, management and compliance. Tasks include preparing, analyzing, reviewing and negotiating complex contracts for goods and services, providing agency staff with guidance, feedback and assistance in compliance with agency and DES policies as well as state contracting law.
  • Work with agency programmatic staff to find creative solutions to procurements for services, including time sensitive and complex procurements that meet program needs while complying with contract law/policy.
  • Produce report for DES regarding information technology (IT) contracts spending.
  • Ensure accurate contract information is inputted into PGS’ contracts database (Microsoft Excel).
  • Assisting staff in resolving issues that arise during the contracts and procurement processes including but not limited to disputes, protests, appeals, and defaults.
  • Communicate efficiently and professionally with staff from all levels of the agency.

Qualifications

Required Qualifications:

  • A bachelor’s degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field AND Two years of experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration;
    OR An equivalent combination of education and/or experience.
    OR A law degree from an accredited college or university approved by the Washington State Bar Association may substitute for the experience and education.
  • Experience with regulations, policies and procedures for preparation of contracts, agreements, etc.; business and professional services, practices and trends, sources of supply and cost factors, contract terminology and development.
  • Experience with Microsoft Office Suite.
  • Ability to deal with representatives of business, various professions and institutions in order to agree on terms of contracts; assure compliance with terms of contracts, agreement, etc., and obtain timely delivery of goods or services at the most reasonable prices; coordinate contract negotiation work with efforts of other units in need of services if applicable; advise DNR office and division staff on contract terms and conditions.

Special Requirements and Conditions of Employment:
  • Duty station is at the DNR Natural Resources Building (NRB), Olympia, WA. Work primarily indoors but may occasionally need to work outdoors to review site-specific activities of the agency.
  • Visits to DNR facilities (region offices, work centers, etc.) and lands managed or controlled by the agency. Some overnight travel may be required to work with region staff or attend meetings or trainings.
Desired Qualifications:
  • Working knowledge of:
    • RCW 39.26 Procurement of Goods and Services.
    • RCW 39.34 Interlocal Cooperation Act
    • WA State Office of Financial Management (OFM) State Administrative and Accounting Manual (SAAM).
    • WA State Department of Enterprise Services (DES) procurement and contracting related policies, rules, guidelines, processes, and best practices.
  • Strong Understanding of SharePoint.
  • Working knowledge of Information technology (IT) systems and / or IT contracting requirements/specifications and WaTech policies.
