The Washington Department of Natural Resources (DNR) has an exciting opportunity in the Southeast Region to deliver DNR’s Forest Resiliency Program. The DNR’s Southeast Region seeks motivated individuals to lead our region-based Forest Resiliency efforts and our new Service Forestry teams – experts in private forestland management, working with landowners to deliver critical resources, educational opportunities, and more.
Southeast Region is responsible for assessing, planning, coordinating, implementing, and monitoring forest health-related activities across all-lands that work to restore and sustain the ecological functions of Washington’s forested landscapes and support healthy and resilient communities. The Service Forestry Program is an integral part of the team through the direct delivery of technical assistance and educational services supporting proactive management of Washington’s forests including municipal, county, and non-governmental organization-owned forest land.
Southeast’s Service Forestry Program provides land management advice to forest landowners. It helps to assess resource conditions and forest health, identify potential problems and opportunities, determine financial assistance eligibility, assist with treatment implementation, and recommend management practices to help achieve objectives. The program educates landowners and assists with the development and implementation of management plans to guide current and future management actions.
This position supports the Southeast Region's Service Forestry Program by providing innovative technical program support and expertise concerning stewardship information, hazardous fuels reduction, forest health improvement, and wildfire data management using the advanced knowledge and skills of an experienced practitioner. This position inputs or ensures various information relating to projects and interactions with landowners is entered into Forest Health Tracker, a DNR online database, to allow information sharing among DNR staff, stakeholders, and the public.
Using this database improves service delivery, accountability, and transparency by allowing easy access to accomplishments and various project parameters required at various levels throughout the agency.
This position reports to the Service Forestry District Manager and coordinates with the Forest Resilience District Manager, Service Forestry Coordinators, Service Foresters and Service Forestry Specialists, WSU Extension, U.S. Forest Service, Natural Resource Conservation Service, state and local municipalities, and local fire protection districts in regards to data management, financial assistance, and administration of projects relating to forest health and fuel reduction treatments. This includes providing support to the Southeast Region financial assistance program, GIS data management, project tracking, and historic data quality control. This position also develops and prepares narrative reports for grants and other activities across the Southeast Region for higher-level data managers by computing and comparing data.
Duties
Responsibilities:
- Using databases such as Forest Health Tracker, perform data compilation and research analysis on financial assistance application packets to determine trends and service gaps.
- Conduct remote reviews of Service Forestry fieldwork to screen for forest practices and resource protection concerns using FPRAM and other data sources.
- Review submitted financial assistance application packets for accuracy and completeness.
- Approve appropriate funding amounts for requested treatment activities based on program standards.
- Analyze grant expenditure data within Forest Health Tracker to determine which funding source to use on financial assistance projects. Work with field staff and management to develop a plan for spending state and federal dollars.
- Ensure database integrity by verifying project
- Track payments and payment requests in Forest Health Tracker and DataMart using Finance expenditure spreadsheets for reconciliation.
- Use the Forest Health Tracker (FHT) online database to maintain Service Forestry project records and files.
- Provide data to Service Foresters or others to facilitate aggregation for periodic accomplishment reports such as monthly and annual grant performance reports, final grant close-out accomplishment reports, quarterly performance measures, deliverable accomplishments, etc.
- Serve as an initial point of contact for inquiries and requests for service of the program in the Southeast Region.
- Provide consultative services for DNR or other forest landowner financial assistance or incentive programs such as Landowner Assistance Cost-Share.
- Deliver information and stories about service forestry work in assigned areas to the public and DNR staff in coordination with supervisors and Communications staff.
- Enter and provide documentation for all inquiries and services provided into the One Stop Shop Online Tracking Tool.
- Collaborate with staff to maintain and update knowledge related to technology, data collection, and other job duties.
- Respond to informational requests for program information, accomplishment data, staff and budget needs, etc.

Downtown Ellensburg is one of the great historic shopping districts of the Pacific Northwest with a variety of clothing stores, bookstores, and floral and gift shops to choose from. Ellensburg also offers many great restaurants, breweries, taverns, and wineries with live music and dancing. Check out some great events downtown such as Buskers in the Burg, Dachshunds on Parade, First Friday Art Walk, and Winterhop BrewFest. Take in all the excitement of the World-Famous Ellensburg Rodeo every Labor Day Weekend or the simplicity of the local Farmers Market from May until October. Ellensburg has a little bit of excitement for everyone.
Qualifications
Required Qualifications:
- Experience with customer service.
- Experience using and tracking multiple data sets provided by multiple parties.
- Experience in data analysis (numerical and descriptive).
- Experience interpreting and explaining complex processes and requirements to the public.
- Experience managing multiple deadlines and prioritizing those deadlines to meet mandated timeframes.
- Proficient with computers, Microsoft Office applications, and SharePoint.
- Skills in oral and written communication and can convey messages clearly and persuasively.
- Organizational management - has a strong understanding ability to organize efficiently and the ability to develop or use systems for tracking the implementation and accomplishments of several complex projects.

- The position's assigned duty station is the Southeast Region Office in Ellensburg, though remote work or teleworking is acceptable based on the employee's suitability. Occasionally (up to 5% of the time), may work with field foresters in the field to better serve the public.
- The position requires very little travel except for identified trainings or meetings described above
- An associate's degree in natural resource or business studies and two years of technical experience in land management.
- Knowledge of Washington State Forest Practices rules; Forest Practices Board Manual guidance; and DNR Forest Practices policies, procedures, and practices.
- Knowledge of DNR technical assistance programs (Service Forestry) and small forest landowner office (SFLO) programs.
- One year of experience reading and interpreting legal descriptions and maps, topography, water types, aerial photos, and maps.
