The Department of Natural Resources (DNR) has an exciting opportunity within our Olympic Region as a Product Sales Contract Specialist (CS1). The mission of DNR is to manage, sustain, and protect the health and productivity of Washington’s lands and waters to meet the needs of present and future generations. The management of trust assets is linked to decisions made during pre-sales, sales compliance, and silviculture functions of the region’s product sales team. This is a key position that is the initial point of contact for all timber sales and financial records within the region's timber sales programs. This position works with a Natural Resource Specialist 3, Contract Specialist 1, and Management Forester in the timber sales program to prepare timber sales for approval by the State Lands Assistant Region Manager, Region Manager, Forest Practices, and Board of Natural Resources. This position also provides contract administrative support during timber sale compliance and manages timber sale finances for agency management and trust beneficiaries.
Duties
Responsibilities:
- Prepares and processes timber sale review documents and advertising materials.
- Independently ensures accurate and complete timber sale finance account management.
- Responsible for monthly invoicing and processing of payments for all timber sales within the assigned district.
- Facilitates all aspects of the contract process.
Qualifications
Required Qualifications:

A Bachelor's degree involving major study in business administration, public administration, business law, commerce, economics, mathematics, statistics, or closely allied field AND one year of experience in negotiating, administering, or terminating contracts, contract property management, contract cost or price analysis, contract compliance administration or natural resource business or public administration field involving contract management;
OR A combination of education and/or experience equivalent. - Ability to write clearly and effectively; interpret contract terms, requirements, and conditions; represent the agency in coordination and negotiation with other governmental agencies and private industry; recognize desirable contract terms and provisions; identify areas and incidents of non-compliance with existing contracts.
- Ability to demonstrate positive customer service skills.
- Strong oral, written, and interpersonal communication skills.

- Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.

- This position works out of the Olympic Region office in Forks, WA. The office setting is a shared workspace with the other members of the Product Sales Team, which includes the NRS3 and one other CS1.
- Occasional travel is necessary within and outside the region.
- Experience with contract terminology and development, contract practices, and procedures.
- Advanced level experience in the use of a computer, Microsoft Office, including Excel spreadsheets, and Adobe Products.
- Experience organizing, prioritizing, and working within tight schedules and timelines with attention to detail.
- Experience with State and federal laws and regulations governing contracts and agreements, contract principles, theory, and application.
- Knowledge and proficiency with Department of Natural Resources programs, operations, and software, including: NatureE, PreSales System, ATB, TSDC, and SharePoint.
- Competency in ArcGIS, including editing.
- Ability to multitask in a fast-paced environment.
- General knowledge of timber sale layout and required associated documents.
- Ability to work effectively within a team.
