The Department of Natural Resources (DNR) has an exciting opportunity for a Human Resource Consultant Assistant (HRCA2) in our Southeast Region. In this position, you will report to the Human Resources Consultant 1. Effective communication and teamwork are essential, as you will be responsible for daily interactions—both verbal and written—with regional staff, division personnel, and the public. This role requires you to provide exceptional customer service to Southeast Region staff and supervisors while maintaining high standards of confidentiality and professionalism. Our ideal candidate will have a background in Human Resources or a related field, along with experience interpreting and applying rules, contracts, policies, procedures, and agency practices. Strong interpersonal skills are crucial, as well as the ability to establish, build, and maintain positive working relationships quickly. The experience gained in this role will be invaluable; you will be exposed to various specialties within Human Resources. Duties

Responsibilities:
Recruiting & Onboarding

  • Assists the HRC1 with the coordination of all aspects of the hiring processes, for permanent, seasonal career, and non-perm positions and approximately 150 seasonal employees, including scheduling and conducting interviews, maintenance/retention of interview records, process photo ID cards for new permanent employees, respond to inquiries from applicants that call or email the region, attend Career Fairs, and assist with sourcing of current recruitments within the region.
  • Organize and check the completeness of all new hire documents. Provide employee orientation information, ensure all documentation is collected, forwarded, and filed timely and in accordance with agency policy and record retention schedules. Educate and inform supervisors to ensure that new employees are oriented to agency policies and procedures, compensation and health benefits, and retirement information.
Provide HR Support
  • Support region employees by handling inquiries from L&I and explaining L&I processes to employees for all workplace injuries. Monitor L&I claims to ensure claims are for Southeast Region employees, and that all L&I claims have corresponding IIR’s and SRIs on file.
  • Interpret, explain and apply human resource rules, policies, regulations or procedures. Assists Human Resource Consultant 1, HRD staff and other managers by scheduling meetings, phone calls, and providing documentation as needed. May be asked to take notes at meetings with employees, union representatives, and management.
  • Provide managers, supervisors and employees with clarification and interpretation of rules, regulations, bargaining agreements, policies and procedures.
Project Management
  • Upload, and maintain HR documents, and links on regional HR SharePoint site. Process all service awards, and retirements letter or plaques for the SE Region. Arrange and execute updating employment forms and files. Maintain retention records for documents and organize their destruction when retention period has expired. Participates in Accounting/Finance, HR Division, and Business Operations meetings.

Qualifications

Required Qualifications:


  • Four (4) years’ office experience including one (1) year of experience in the Human Resources field, or related setting;
    OR an equivalent combination of education and experience.
  • Experience using MS Word, MS Excel, and MS Outlook with an aptitude for learning new software as needed.
  • Experience maintaining confidentiality and using discretion when handling sensitive information.
  • Experience entering and/or retrieving data from human resource information or other computerized recordkeeping system.
  • Effective written and verbal communication skills.
  • Ability to multitask and work in a fast-paced environment.
  • Familiar with providing competent customer service by consistently demonstrating an interest in problem resolution.

  • Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.

Special Requirements and Conditions of Employment:
  • This position has an assigned duty station within the Southeast Region office located at 713 Bowers Rd Ellensburg, WA 98926. Work is performed in an office setting and can occur in front of audiences. This position must be able to transport records boxes, files, and various office supplies of up to 25 lbs., as needed.
  • This position requires up to 5% travel time for trainings, meetings, and other DNR events.
Desired Qualifications:
  • Bachelor’s degree in human resources or an equivalent combination of education and/or experience.
  • Knowledge of current Human Resources and Labor & Industry procedures and policies and OSHA Reporting.
  • Experience successfully using Human Resources Management System (HRMS).
  • Experience scheduling and facilitating onboarding and training classes.
  • Experience recruiting for entry level or seasonal positions.
  • Experience with public speaking and presenting information to a large group.
