The Washington Department of Natural Resources (DNR) has an exciting opportunity in the Southeast Region to deliver DNR’s Forest Resiliency Program. The DNR’s Southeast Region is seeking motivated individuals to lead our region-based Forest Resiliency efforts and our new Service Forestry teams – experts in private forestland management, working with landowners to deliver critical resources, educational opportunities, and more.
Southeast Region is responsible for assessing, planning, coordinating, implementing, and monitoring forest health-related activities across all lands that work to restore and sustain the ecological functions of Washington’s forested landscapes and support healthy and resilient communities. The Service Forestry Program is an integral part of the team through the direct delivery of technical assistance and educational services supporting proactive management of Washington’s forests including municipal, county, and non-governmental organization-owned forest land.
Southeast’s Service Forestry Program provides land management advice to forest landowners. It helps to assess resource conditions and forest health, identify potential problems and opportunities, determine financial assistance eligibility, assist with treatment implementation, and recommend management practices to help achieve objectives. The program educates landowners and assists with the development and implementation of management plans to guide current and future management actions.
Under the direction of the Forest Resilience District Manager, this position serves as the expert for internal and external stakeholders for Forest Health and Resilience program work in their assigned work area for small forest landowners. This position develops its work methods, including planning, scheduling, setting goals, and estimating work timelines. This position consults with internal and external subject matter experts to plan and coordinate the development of fuels reduction and forest health projects in their assigned work area. Convenes and facilitates outreach and communication to multiple stakeholders in their assigned work area to more effectively stay informed and inform others of DNR activities. By performing these activities, this position helps to manage, sustain, and protect the health and productivity of Washington’s lands and waters to meet the needs of present and future generations.
The program and goals are informed by USDA Forest Service Forest Stewardship Program guidance, the National Wildland Fire Management Strategy, the WA Forest Stewardship Coordinating Committee, the 20-Year Forest Health Strategic Plan, and the WA State Forest Action Plan.
Duties
Responsibilities:
- Plans and provides input to landscape-level risk assessments with internal and external experts and stakeholders and briefs region management regarding high-hazard Wildland Urban Interface (WUI) areas within the Southeast Region.
- Works with other agency programs and partners, evaluates, prioritizes, and coordinates cross-boundary work and collaboration.
- Responsible for project management and assisting in the direction of the Region’s Service Forestry landowner cost-share program in assigned work areas.
- Oversees contract administration rolls for fuels management contracts. Drafts Requests for Qualifications and Quotations (RFQQs) and contracts. Acts as Solicitation Coordinator for RFQQs and Contract Manager for contracts.
- Manages and coordinates cross-agency meetings with strategic partners concerning agency fuels programs.
- Participation and implementation of public meetings with internal and external partners and stakeholders, whose professional knowledge and expertise support sound decision-making and collaboration for landscape-scale fuels reduction and forest health work.
- Actively engages with partner groups to prioritize and plan fuels mitigation projects.
- Serves as the region expert for the external stakeholder cost-share reimbursement program.
- Consult with the public and external and internal partners regarding complex inquiries regarding our Region-wide cost-share program.
- Seeks opportunities to fund cost-share programs through grants, capital budget requests, or other opportunities.
- Plans, leads, organizes, oversees, and reviews all work performed by forest resilience staff in their assigned work area of the Forest Resilience District.
- Sets performance expectations for staff, and provides follow-up coaching, feedback, and corrective action as necessary. Supports teamwork and monitors the well-being of staff.
Qualifications
Required Qualifications:
- Demonstrated experience and working knowledge of professional forest management techniques to address forest health issues.
- Knowledge of forest health condition class, other landscape departure metrics, and related forest management treatment options and other forest resilience strategies.
- Knowledge and experience with state forest practices rules and related regulations.
- Basic skills and knowledge in the use of a personal computer and forestry instrument measuring tools.
- Experience with GIS, including ArcMap, Survey123, Collector, and other mapping tools to document work and convey information to non-technical audiences.
- Experience with reading maps and interpreting information on aerial photos.

Bachelor's degree in forestry, resource management, or natural resources-related field AND 3 years of natural resource field experience.
OR equivalent combination of education and/or experience. - Ability to work effectively with internal and external partners/community partners in a team setting.
- Excellent organizational and project management skills and the ability to develop or use systems to track several complex projects' implementation and accomplishments.
- Demonstrated experience and knowledge of professional forest management techniques to address forest health issues.

- The position's assigned duty station is the Wenatchee Work Center. Work is performed mostly in an office setting. The position is expected to attend occasional weekend and/or evening meetings. Occasionally required to work in outdoor settings, and traverse uneven terrain in all weather conditions.
- The position requires occasional frequent travel to the field or to attend meetings or various trainings.
- A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
- Four years of professional forestry experience.
- Working knowledge and formal training in wildland fire.
- Knowledge of DNR cost-share programs, processes, and requirements.
