DSHS ALTSA HCS Social Service Specialist 3 - Residential Support Waiver

This work supports the vision of the Aging and Long-Term Care Support Administration (ALTSA) to have seniors and people with disabilities living with good health, independence, dignity, and control over the decisions that affect their lives.

We have an exciting position within Region 1. This position is assigned to Moses Lake Community Services Office, but will be required to travel within Adam, Douglas, and Grant county for business needs. These jobs are field-based, and your work will cover the county you live in. Travel is a function of the job and occurs daily. A hybrid telework schedule may be available for these permanent, full-time vacancy.

In this role, you will have the opportunity to meet with people with disabilities and the elderly, particularly those of low income, determine eligibility through a comprehensive assessment, and develop a plan of care and eligibility for mix caseload services or placement in residential facilities. Some of what you will do
  • Conduct functional assessment utilizing the department’s Comprehensive Assessment Reporting & Evaluation (CARE) computerized tool to determine level of care and eligibility for the Residential Support Waiver (RSW) and other programs administered by Home and Community Services
  • Develop appropriate ongoing, individualized service plans in collaboration with clients and representatives to meet the needs of the client
  • Authorize appropriate services for Medicaid clients utilizing qualified providers if the client chooses to receive their long-term care services in a residential setting or an in-home setting.
  • Coordinate and provide financial support services including assisting clients to fill out forms and applications for HCS benefits, and verifying Medicaid financial eligibility for RSW, COPES, MPC, CFC, or appropriateness of Fast Track services
  • As a client advocate, coordinate client needs with families, facilities, and community resources, as well as consultation, networking, family support, and crisis intervention
  • Authorize appropriate services and payments

Who should apply?
Professionals who are committed to advocating for the lives of others and have work experience and education in one of the following:
  • One year as a Social Service Specialist 2.
  • Or, A Master’s degree in social services, human services, behavioral sciences, criminal law/justice, or an allied field, and one year of paid social service experience equivalent to a Social Service Specialist 2.
  • Or, A Bachelor’s degree in social services, human services, behavioral sciences, criminal law/justice, or an allied field, and two years of paid social service experience performing functions equivalent to a Social Service Specialist 2.
Note: A two year Master’s degree in one of the above fields that included a practicum will be substituted for one year of paid social service experience.
Note: Employees must successfully complete the formal training course sponsored by their division within one year of their appointment.
Must have one year of paid experience completing comprehensive assessments and development of individualized service plans for the elderly and disabled adult populations including determining the level of care to include care

  • Understanding of Medicaid and/or medical terminology, policy implementation
  • A high degree of mindfulness
  • Effective and flexible communication with clients, representatives, and community partners
  • Conduct work in the home environments of clients, with a diverse caseload
  • Effectively multi-task using strong time management, organizational, and critical thinking skills to meet deadlines, maintain flexibility, and provide solutions
  • Completion of comprehensive assessments and development of individualized service plans
  • Understanding of Medicaid and/or medical terminology, policy implementation
