DSHS ALTSA Social Service Specialist 5 (SSS5) - Supervisor In-Training Team

We are hiring for a Social Service Specialist 5 for our Spokane Home and Community Services Office. Home and Community Services is a division of our Aging and Long Term Support Administration (ALTSA) that promotes, plans, and develops long-term care services to people over age 18 with disabilities and our elderly population.
As a Social Services Specialist 5, you will play a critical role in supervising, training, and mentoring a team of Social Service Specialists in training—ensuring they are equipped to provide high-quality services to Washington’s elderly and disabled populations. You will independently supervise a work unit of in-training staff of SSS2 or SSS3 for an intensive one-year training program. Staff will be hired at different points throughout the year, which requires teaching at different knowledge levels at all times. You will provide structured mentorship, 100% case audits, and one-on-one coaching while guiding them through the complexities of client assessments, Medicaid eligibility determinations, and care planning. Your leadership will be instrumental to ensuring seamless service delivery for some of the state’s most vulnerable individuals.

Please note: This is an in-office position, training staff to conduct In-home assessments.Some of what you'll be doing:
- Recruit, hire, supervise, train, evaluate staff performance and mentor a team of Social Service Specialists in training, ensuring they are fully prepared to complete in-home assessments and manage client caseloads independently.
- Conduct 100% comprehensive case audits and oversee client assessments to ensure Medicaid eligibility determinations are accurate, timely, and policy-compliant, and meet State and Federal rules.
- Provide one-on-one coaching, training, and shadowing of field visits to develop competency in care planning and case management.
- Monitor, review, and adjust workloads to ensure equitable distribution and efficiency while meeting program goals.
- Collaborate with hospitals, nursing facilities, Tribal organizations, community agencies, clients and families to support clients in their setting of choice.
- Develop and deliver structured performance evaluations, offering constructive feedback and corrective action when necessary.
- Ensure compliance with state and federal Medicaid regulations, preventing service delays, eligibility errors, and potential legal challenges.
- Serve as a subject matter expert on long-term care services, ensuring staff understand policies, procedures, and best practices.
- Conduct monthly staff, case, and multidisciplinary meetings.
- Respond to client complaints, legislative inquiries, and questions from providers and mediate resolutions.
- Ensure accurate authorization and timely service delivery from the following programs; Medicaid Personal Care, Community First Choice, COPES, New Freedom, and Residential Support Waiver.
- Prepare written and oral reports, documentation, and forms as required for program areas supervised.
Who should apply?

- A Master's degree* in criminal justice, social services, human services, behavioral sciences, or an allied field AND four years of paid social service experience.
- Or, a Bachelor's degree in criminal justice, social services, human services, behavioral sciences, or an allied field, AND six years of paid social service experience.
- Or, one year of experience as a Social Service Specialist 4.
- Or, two years as a Social Service Specialist 3.
- Or, four years as a Social Service Specialist 2.
- Note: A two year Master's degree in the indicated fields that included a practicum may substitute for one year of paid social service experience.
Additional knowledge, skills, and abilities we are looking for:
- Deep empathy and understanding of the challenges faced by vulnerable populations, with the ability to lead with compassion while ensuring professional accountability.
- Strong leadership skills with the ability to train, mentor, and oversee staff in an intensive learning environment.
- In-depth knowledge of Medicaid eligibility, long-term care services, and social service regulations.
- Excellent problem-solving abilities to navigate complex client cases and compliance requirements.
- Exceptional communication skills to provide clear instructions, feedback, and policy interpretations to staff.
- Ability to analyze case data and performance metrics to improve training outcomes and ensure service quality.
- Experience in crisis management and conflict resolution, particularly in high-pressure client situations.
- Proficiency with Microsoft Office and confidence in learning agency systems with ease - such as CARE and ProviderOne to track case progress and service delivery.
