DSHS DVR Finance and Budget Manager
We have an opportunity for a Budget and Finance Manager to join our Division of Vocational Rehabilitation (DVR) team in a role where you have an influential impact working within a small division through budget and finance operational impact. This is an exciting opportunity to grow expertise and advance your knowledge of budget, fiscal programs, analysis and reporting to make a difference in how we transform lives.
Reporting to the Chief of Operations for DVR, you will prepare the division's operating budget and all supplemental budget assignments, high level financial management to ensure the division's resources are utilized within budget level. You will serve as the financial and grant expert who has extensive knowledge and expertise in financial and grant activities that require the use of a full array of management principles combined with advanced technical expertise, sound professional judgment and experienced decision-making.
Some of what you’ll do:
- Development, coordination and implementation of the biennial and supplemental budget requests, including the preparation of decision packages and all related material.
- Collaborate with the Office of Financial Management and the Legislature to assure the appropriate fiscal/budget policy/information is provide or prepare the impact analyses for budget and policy issues.
- Develop projections and special ad hoc reporting for senior leadership.
- Provide fiscal year projections to the DSHS Chief Financial Officer and Budget Office.
- Oversee federal and state reporting, including federal financial reporting, state performance reporting and DSHS fiscal review reporting.
- Administration, management, direction and delivery of the divisions accounting and budget development.
- Direct all account activities, payment activities, fiscal year close activities, purchasing, administrative and client asset management and payroll activities.
- Provide expert technical and professional guidance and consultation to the division's senior leadership on all financial matters that affect the goals and objectives of the organization.
What we’re looking for:
Professionals with a bachelor’s degree which includes 30 quarters or semester credits in accounting, auditing, or budgeting and five years of relevant professional experience. Professional experience may substitute for education but not for the accounting, auditing or budgeting credit hours.
Preferred:
- Federal grant experience
- State accounting experience
- Experience using Washington State Agency Financial Reporting System (AFRS)
- Demonstrated expertise using Excel and word
