DSHS SCTF | Residential Rehabilitation Counselor 4 - Day Shift Supervisor
The Behavioral Health Administration (BHA) is seeking an experienced and dedicated Residential Rehabilitation Counselor Supervisor to join the team at the Pierce County Secure Community Transition Facility (SCTF) located on McNeil Island, WA.
This is your opportunity to lead a team focused on safety, compliance, and growth in a highly structured environment, playing a pivotal role in supervising and mentoring staff while collaborating with key community partners. About the SCTF
Established in 2001 in Pierce County, the SCTF addresses the dual goals of community safety and the seamless reintegration of civilly committed sex offenders. Located on McNeil Island, adjacent to the SCC total confinement facility, it provides a safe environment for continued treatment and transition services as directed by the court. The SCTF supports community reintegration through specialized transition plans, life skills assessments, and individual case management, prioritizing public safety while helping residents manage risk factors effectively.
Some of what you'll do:
- Interview and recommend RRC hires, assign duties, monitor performance, conduct evaluations, address attendance issues, and take disciplinary actions as needed.
- Develop and deliver training on SCTF policies, emergency procedures, life skills instruction, security equipment, and staff responsibilities in resident supervision.
- Ensure staff monitor residents’ progress, enforce compliance with transition plans, policies, and laws, and instruct staff on documentation standards.
- Oversee staff use of security equipment (GPS, radios, surveillance systems), monitor interactions, de-escalate conflicts, and respond to safety concerns.
- Train and direct staff in responding to resident aggression, medical crises, security breaches, and other emergencies using verbal de-escalation and Level 1 defensive tactics.
- Assign work schedules, maintain duty rosters, ensure facility organization, and oversee proper use, maintenance, and storage of SCTF property and equipment.
- Communicate with law enforcement, the Department of Corrections, and community partners, attend meetings, report resident compliance, and facilitate legal proceedings.
- Supervise residents on community outings, ensure safety, enforce transition plans, operate GPS tracking, and drive in varied conditions while maintaining security protocols.
What we're looking for:
- Strong oral and written communication skills, with proficiency in routine and emergency communication using various devices (e.g., radios, phones) and documentation.
- Positive interpersonal skills and the ability to collaborate effectively with staff, residents, and external partners.
- Knowledge of institutional policies, supervision techniques, forensic mental health programs, and managing difficult populations.
- Proficiency in using computer applications such as Microsoft Outlook and Word.
- Ability to supervise, train, and evaluate personnel, maintain organized work methods, and review payroll reports.
- Skilled in developing training protocols, keeping records, and following written and verbal instructions.
Who should apply?
Professionals who meet the following qualifications:
- Must have a High school diploma or GED.
- Four years of direct care experience with psychiatric patients, residents, or inmates in a residential or in-patient mental health setting;
- Two years of supervisory or lead worker experience AND two years of direct care experience with psychiatric patients, residents, or inmates in a residential or in-patient mental health setting.
Additional information:
- The anticipated work schedule is Monday through Thursday, from 6:00 AM to 4:00 PM.
- SCC employees also receive an additional $10 per day premium pay in addition to advertised salary and a free ORCA card for transportation use.
- Ferry transportation is provided to McNeil Island employees.
- Evening and night shifts include a shift differential in addition to the standard compensation rate.
- Opportunities performed on-site at this work location at least three days a week may be eligible for an additional 5% premium pay in addition to the advertised salary.
