The Opportunity
What to Expect
- Manage and monitor the progress and delivery of the Capital Facilities program.
- Provide strategic financial advice for successful delivery of Capital Facilities capital program.
- Make recommendations on program funding decisions, use of emergent needs and the availability of funding for change order or work added to projects which exceed the remaining project funds.
- Direct and manage the file accuracy within capital program management software for the scope, schedule, and budget that is used by the Legislature to make transportation budget decisions.
- Review and approve program work orders and monitor charges for the Capital Facilities capital program (DPS, project charges, consultants, contracts, etc.) to stay within the appropriated funds.
- Monitor and manage the timely closeout of completed projects.
- Work closely with project delivery staff on requests for authorization of funds via work orders and monthly aging.
- Manage and update the Safety Rest Area portion of the Statewide Transportation Improvement Program (STIP) to qualify to receive federal funds.
- Coordinate the Capital Facilities capital program activities by communicating with headquarters, regions, and HQ project managers, and managers throughout WSDOT.
Qualifications
- A bachelor’s degree involving major study in facilities management, architecture, public or business administration, construction management, engineering, or economics or four (4) years of program management experience or a related field.
- Advanced leadership skills with the ability to provide direction, foster alignment, and encourage commitment within and across teams; effectively manage a diverse team with a heavy workload, handle stressful situations and meet deadlines established by others, and simultaneously manage and prioritize multiple parallel tasks.
- Advanced communication skills written, oral, and graphic with the ability to analyze and compile complex data into reports, graphs, and presentation materials for executive and general audiences.

Knowledge of:
- Principles and processes in the development and maintenance of major capital construction programs
- Principles and application of benefit cost analysis in prioritizing projects
It is preferred that qualified candidates also have:

Knowledge of:
- Office of Financial Management Capital budget instructions
- Public Works Contracting Laws under RCW 39 & 47
- Public Works Project Delivery Methods and Reporting including alternative public works contracting procedures (Design Build, Performance Contracting, Job Order Contracting, GCCM)
- Government-to-government relations
- Legislative process and protocol
