The Opportunity
WSDOT has an exciting opportunity for a highly experienced engineering professional who has exceptional leadership skills to serve as the Engineering Manager in Union Gap, WA. This position works strategically with the Assistant Regional Administrator for Construction to accomplish the WSDOT mission and achieve the Departments' two-year biennial plans, the six-year Transportation Improvement Plan and ultimately the 20-year transportation plan in the South Central Region (SCR). The Engineering Manager for Construction utilizes advanced management principles and expertise to manage and integrate the work of multiple organizational unit managers. The selected individual will be responsible for ensuring projects are developed, advertised, and administered to meet Federal and State laws, legislative commitments and engineering principles for on time and on budget delivery of I & P programs. The Engineering Manager will support the mission of WSDOT by ensuring the traveling public’s safety through well-planned and executed transportation projects.

What to Expect
This position provides leadership and vision for the organizations effective project delivery by supervising three Project Engineers with offices that range in size from 15-40 employees. The highest level supervised are the three WMS3 Project Engineers.

Among the varied range of responsibilities held within this role, the Engineering Manager will:
  • Plan, lead, strategize, and control the work performed by the construction organization.
  • Ensure appropriate and optimum use of the organization's resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities.
  • Ensure that all projects are completed to standards and requirements outlined in contractual documents.
  • Provide administration and leadership for all construction engineering activities and contract compliance for the construction program in the SCR.
  • Assist in the administration of the construction engineering workforce requirements to successfully deliver the SCR highway construction program on schedule and within budget.
  • Represent WSDOT as needed at various local agency and community meetings/committees, and various internal and external committees and task forces with industry partners.
  • Investigate and help resolve contractual disputes and claims; this effort includes review of financial impacts and complex schedule delay claim's associated with changes to the contracts.
  • Assist in the development of a well-trained, motivated and diverse workforce, and restructure organizations.
  • Work with Asphalt Paving Association, Associated General Contractors, American Council of Consulting engineers, headquarters construction and bridge design offices to develop solutions and enhance construction contracts and project delivery.

Qualifications
To be considered for this opportunity, the following are required:
  • Licensed by the State of Washington State as a Professional Engineer; or be licensed as a Professional Engineer in another state with the ability to obtain licensure in Washington State within six (6) months of employment.
  • Strong oral and written communication skills.
  • Ability to evaluate, train, coach and mentor employees.
  • Ability to manage multiple organizations to deliver transportation projects that improve the state's transportation systems vital to our taxpayers and communities.
  • Ability to make sound decisions in a short period of time in order to keep the region highway system operational on construction projects.
  • Knowledge of:
    • WSOOT engineering design and Plan Specification and Estimate procedures
    • Surveying and surveying practices
    • Strategic leaderships skills
    • Federal, State and local political structures and issues
    • Highway construction and construction practices, traffic control, construction surveying, contract administration, contractor payments, material testing and documentation.
    • Negotiating and settling change orders and potential claims.
    • Environmental documentation and permitting.
    • Pavement design, pavement drainage, foundations, and slope stability.

It is preferred that qualified candidates also have:
  • A Bachelor of Science in civil engineering or a related field and at least 8 years of experience in delivering design and construction projects.
  • WSDOT experience in procuring projects through design-build and design-bid-build processes.
  • Experience working with the following WSDOT organizations at both the regional and headquarters levels: traffic office, construction administration, design office, environmental and permitting offices, and project management offices.
  • Knowledge of FHWA processes and requirements related to delivering federally funded projects and making sure WSDOT meets their federal stewardship obligations.
  • Knowledge and experience in managing change in projects and minimizing risks to WSDOT.
  • Knowledge and experience in managing WSDOTs workforce and use of the current human resource system. This experience is critical to making sure the correct processes and procedures are followed to avoid any potential grievances.
  • A valid driver’s license with the ability to operate vehicles in Washington State.

  • This position requires a Professional Engineers License issued by the State of Washington. License holders from other states will be expected to obtain a WA State PE license within six (6) months of appointment.
  • This position offers flexible/hybrid remote work options.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
