The Washington State Ferry (WSF) system is essential to Washington's transportation network, linking communities on both sides of Puget Sound and the San Juan Islands. There are over nearly 400 sailings each day on nine ferry routes. WSF transports nearly 19 million passengers a year and has more than 1,900 employees. Employees perform a variety of duties on vessels, in terminals, at the maintenance facility, and at the Seattle headquarters.


The Opportunity

WSDOT is currently seeking a Mechanical Marine Inspector Specialist to conduct, confirm schedules, and direct technical inspection and installation activities for WSDOT Ferries Division vessel construction, preservation, and maintenance activities. Directs and/or prepares asset history and contract documentation. This position serves as the senior level inspector and provides mechanical expertise to support Rolls Royce/Kongsberg Brand propulsion and steering equipment onboard WSF Vessels.


What to Expect

Among the varied range of responsibilities held within this role, you/the Mechanical Marine Inspector Specialist will:

  • Provide inspection of the contractor’s work.
  • Provides liaison with the contractor’s engineering staff in the interpretation of contract specification and drawings.
  • Review and ship check the contractor’s “As-Built” drawings for completeness and correctness.
  • Review and approve equipment and material.
  • Support commissioning and start-up of newly installed equipment.
  • Directs or prepares contract documentation and red-line mark-ups.
  • Prepare inspection reports, progress reports, condition deficiency reports.


Qualifications

To be considered for this opportunity, the following are required:

  • Valid Driver’s License.
  • Able to obtain and maintain a Transportation Worker Identification Credential (TWIC) no later than six (6) months following the date of hire.

AND

  • Five (5) years of experience as an employee of a shipyard or as an owner’s representative with project level responsibility for mechanical repair, overhaul renovation or construction of steam or motor vessels in a commercial or government shipyard. (Experience must involve mechanical repairs and installation processes, specifically Rolls Royce/Kongsberg Brand propulsion and steering systems.) Equivalent military experience is acceptable.

OR

  • Four (4) years of assigned responsibility as a ship/shipyard superintendent for a major commercial or governmental shipyard, OR four (4) years of experience as an Owner’s Representative in a commercial shipyard. (Experience must involve mechanical repairs and installation processes, including Rolls Royce/Kongsberg Brand propulsion & steering systems.)

OR

  • Five (5) years of experience as a vessel inspector or surveyor for an authoritative agency or Vessel Classification Society such as the American Bureau of Shipping for the US Coast Guard. (Experience must involve mechanical repairs and installation, including Rolls Royce/Kongsberg Brand propulsion & steering systems).

AND


Through working knowledge of:

  • Theory, principles, techniques, and practices of shipboard welding, piping systems, and safety.
  • Requirements and applications of modern marine construction equipment, materials and methods.
  • General application of State, Federal, and US Coast Guard regulations.
  • Construction estimating, costs and financial planning.
  • Conversant with modern marine construction equipment materials and techniques.


Ability to:

  • Exercise sound and independent professional judgment in making decisions and rendering advise to the construction managers and contractor.
  • Analyze problems relating to assigned technical field and interface with other disciplines.
  • Provide liaison with the regulatory agencies to ensure that all phases of the work are in compliance with and conform to local, State, and Federal requirements, Codes, and regulations.
  • Read, interpret, and develop marine construction drawings, plans, specifications, and contractual documents.


It is preferred that qualified candidates also have:

  • Registration as professional engineer in the branches of ship design, electrical or mechanical engineering in the State of Washington or another state based on requirements equivalent to those in Washington.
  • Two (2) years of experience with project-level responsibility for the repair, overhaul and refurbishment of steam or motor vessels in a commercial or government shipyard.

  • The salary listed includes the legislative-approved 5% salary premium for positions with an assigned duty station in King County.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
