What to Expect
- Oversee the obligation and reporting of federal dollars to ensure WSDOT and public transportation grantees receive funding for both operating and capital projects.
- Track, log, and act on feedback from grantees and staff, including newly developed ideas regarding system improvements for the GMS.
- Lead the engagement of internal and external organizations and develop trainings, instruction, and public communications for grant application development.
- Develop plans and strategies to ensure proper programming of capital and operating projects in the state and federal systems.
- Lead testing and implementation of new improvements, configuration, or any other modifications to the grant management system to enhance performance and address business needs.
- Lead system improvement projects to streamline, improve coordination, and improve interfaces.
- Train teams on grant management process development, technical assistance, and other specific assignments to enhance continuity among various work groups across PTD.
- Work with the Grants Development Group to design forms and applications in the Grant Management System that better fits each type of solicitation and funding opportunity.
- Lead the effort of developing and implementing new and innovative ideas to improve Asset management and inventory tracking in the Grant Management System.
Qualifications
- Six (6) years of professional grants management experience including a complete understanding of federal eligibility criteria, intent of federal transit programs, WSDOT program structure, and capital and operating public transportation projects elements.
- A bachelor’s degree and one (1) year of professional experience as a federal or state grants manager.
It is preferred that qualified candidates also have:
- General knowledge of best practices, industry standards, regulatory agency rules, and agency policies and procedures related to public transportation and land-use issues.
- Knowledge of federal public transportation grant processes (and subsequent circulars) including but not limited to 5310 FTA Circular 9070.1G, 5311 FTA Circular 9040.1F, and 5339 FTA Circular 5100.0 and Governor’s Executive Order 14-04.
- Working knowledge of multimodal transportation networks and their use.
- Demonstrated technical/legal knowledge and aptitude of multiple state and federal requirements including Federal Transit Administration rules and regulations as well as state proviso, rules, and regulations.
