The Opportunity
What to Expect
- Perform QV inspection of construction activities, auditing compliance with contract plans, specifications, permits and commitments.
- Perform quality assurance inspections to ensure permanent contract materials being placed are approved.
- Perform audits to ensure that materials are being sampled and tested in accordance with contract requirements.
- Review project progress and prepare field notes and pay notes to ensure timely payments are made to contractors for completed contract work.
- Use engineering judgement and knowledge of policies, plans, specifications and permits to make observations and recommendations; effectively interact with contractors, take field notes, calculate quantities, and complete inspector's daily reports.
Qualifications
To be considered for the TE 1 level, the following are required:
- A Bachelor’s Degree from an ABET accredited college or university with major study in Civil Engineering
- Certification as an Engineer -in-Training (EIT)
To be considered for the TE 2 level, the following are required:
- Certification as an EIT and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent experience in highway construction management, materials testing, or materials documentation.
- Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent experience in highway construction management, materials testing, or materials documentation.
- A Master’s degree in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation or a closely related field.
In addition (applies to both levels):
- Possess a valid driver’s license.
- Must obtain Qualified General Inspection Certification within 6 months of hire and maintain certification.
- Exceptional communication skills, both written and verbal, with contractors, designers, other team members, support offices, and the public.
- The ability to adjust work schedule to coincide with the contractors’ activities as needed, including working long hours and nights.
- The ability to follow safety policies and regulations while performing the job duties described.
- The ability to manipulate and transport up to 40 lbs.
- The ability to obtain and maintain certification for construction materials testing.
- The ability to read, interpret, understand, review, and produce contract plans, specifications, and estimates.
- The ability to work outside in all types of weather conditions, traverse uneven terrain, and work in confined spaces.
- Knowledge and proficiency with computer technology, including knowledge of engineering and computer aided drafting software applications.
- Knowledge of construction/engineering procedures and practices, research methods, data collection, and communication/correspondence practices.
- Experience working effectively and professionally with others. This includes co-workers, contractors, other agencies, and the public either in writing, telephone, and/or in person.
It is preferred that qualified candidates also have:
- Knowledge of and experience with construction administration procedures for WSDOT projects.
- Knowledge of WSDOT Construction Manual, Design Manual, and utility requirements and standards.
- Knowledge of WSDOT construction administration procedures with special attention to construction oversight of design-builder inspection and testing.
- Engineer-In-Training (EIT) or BSCE
Important Notes
- This position offers flexible/hybrid remote work options. A typical schedule for this position is 5 days a week 8 hours a day, but the incumbent may be expected to adjust their schedule to meet business needs and contractors’ working schedule. Position may be eligible for telework, and/or compressed workweek at the incumbent’s request, subject to supervisor approval.
- The salary listed includes the legislative approved 5% salary premium for positions in King County.
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28of the Washington Administrative Code.

This position includes an approved in-training plan; therefore, it may be filled at the Transportation Engineer 1 or 2 level. The salaries for these classifications are as follows:
Transportation Engineer 1: $64,474 - $86,637 annually depending on qualifications. Transportation Engineer 2: $71,101 - $95,621 annually depending on qualifications.
