Description
The Washington State Ferry (WSF) system is a crucial part of Washington’s transportation network, connecting communities across Puget Sound and the San Juan Islands. With over 400 daily sailings on 10 routes, it serves nearly 17 million passengers annually. WSF employs more than 1,800 people who work on vessels, at terminals, in maintenance, and at its Seattle headquarters.
The Opportunity
What to Expect
- Manage all terminal operations for assigned WSF region.
- Develop and implement both tactical and strategic plans for service, operations, and facilities.
- Prepare and ensure terminal goals are realized to ensure marine transportation and inter/multi-modal linkages are achieved.
- Represent terminal operations in shoreside capital construction projects and is responsible for the operational development of load management strategies.
- Monitor the terminal labor budget provided by the Budget Manager.
- Manages all terminal Supervisors.
- Direct influence on average $3 -$7 million non-labor budget.
- Support hiring decisions, staffing levels, and employee performance expectations.
- Acts as Terminal Subject Matter Expert in Labor Negotiations.
Qualifications
- Five (5) years of experience in maritime or transportation sectors, with a focus on managing vessel operations, port management, or service delivery.
- Five (5) years of experience managing a highly unionized workforce, with demonstrated application of contractual language.
- Three (3) years of experience contributing to the development of policies and strategic direction for complex organizations.
- Three (3) years of experience implementing performance improvement measures and operational strategies
A Bachelor's degree in degree in Public Administration, Business Administration or Management, or from a maritime or military academy, college or university may substitute for 2 years of experience.
- Valid Transportation Identification Card, or the ability to obtain within 3 months of employment.
- FEMA NIMS ICS 100: Introduction to the Incident Command System Certification.
- FEMA NIMS ICS 200: ICS for Single Resources and Initial Action Incidents Certification
- FEMA NIMS IS-700: National Incident Management System, An Introduction Certification
- FEMA NIMS IS-800: National Response Framework, An Introduction Certification
AND
- Proficiency in resolving complex issues among entities with differing objectives, including contractors, vendors, consultants, public agencies, and local communities and union partners.
- Excellent communication skills with the ability to effectively engage with legislators, executives, union partners, media, and the public.
- Skilled in high-level negotiations and partnership with local jurisdictions, agencies, and union partners.
- Demonstrated ability to manage and develop teams of direct reporting staff, fostering overall engagement and productivity, including implementing and encouraging continuous improvement and change.
- Proven success in coaching, motivating, and empowering employees, as well as resolving technical and interpersonal conflicts.
- Advanced written and verbal communication skills, including conveyance of complex information to diverse technical and non-technical groups.
- Understanding of management, leadership, and strategic planning principles.
- Familiarity with collective bargaining processes and labor/union engagement principles.
- Knowledge of finance, budgeting, policy, and project management.
- Working knowledge of state personnel laws, regulations, and policies.
- Demonstrated capability to collaborate effectively with various functional areas impacting operations, such as
- planning, finance, personnel, and engineering.
- Capability to build strong, collaborative networks and communicate effectively at all levels, across different cultures and diverse populations.
- Capability to establish strategic direction and ensure consistent execution of plans, projects, and tactical initiatives.
- Capability to establish a workplace culture committed to valuing diversity and contributing to an inclusive working environment.
It is preferred that qualified candidates also have:
- Bachelor’s degree in Public Administration, Business Administration or Management, or from a maritime or military academy, college or university.
- Three (3) years of experience maintaining accountability and public trust, setting overall direction and policy for financial transactions and internal controls.
- FEMA NIMS ICS-300: Intermediate ICS for Expanding Incidents Certification
- FEMA NIMS ICS-400: Advanced ICS for Command and General Staff Certification
- Familiarity with the USCG regulations pertaining to required credentials, certifications, operations and maintenance of sea-going vessel and crew.
- Experience in Change Management, LEAN or Six Sigma process improvements

- The salary listed includes the legislative-approved 5% salary premium for positions with an assigned duty station in King County.
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28of the Washington Administrative Code.
