The Opportunity
What to Expect
- Collaborate, communicate, and coordinate with TMC staff and region managers during daily operations of the OR TMC.
- Act as incident manager for the TMC, coordinating incident response work.
- Coordinate information dissemination with TMC management, region communications office, and Washington State Patrol.
- Perform ramp meter data analysis to optimize existing ramp meter functionality (ramp meter turning).
- Collect operation data, system logs and control information to help prepare system performance reports for internal and external customers.
- Receive and transmit moveable opening information to Region Communications, bridge maintenance, and the public; monitor Hood Canal Bridge Security Control and Data Acquisition (SCADA).
- Provide technical assistance in the development of ITS design for the scoping and development of ITS plans of both design-bid-build projects as well as Design-Build projects.
Qualifications
To be considered at the TT1 level, the following are required:
- High school diploma, GED, or equivalent.
To be considered at the TT2 level, at least one (1) the following are required:
- An associate’s degree in civil engineering technology, surveying, drafting or other closely related fields. OR
- Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields. OR
- High school diploma, GED, or equivalent and two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent. OR
- Three (3) years of experience as a Highway Maintenance Worker, one of which must be as a Highway Maintenance Worker 2.
To be considered at the TT3 level, at least one (1) the following are required:
- Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent. OR
- A bachelor’s degree in engineering. OR
- Certification as an Engineer-in-Training.
The following are also required at all levels:
- The ability to obtain and/or maintain valid certifications in the following: Flagging and First Aid/CPR Training.
- The ability to respond to the TMC within 60 minutes.
- The ability to work additional shifts, including alternate and emergency shifts, and weekends and holidays, to provide coverage and respond to non-scheduled or call-out emergencies.
- Skills to perform mathematical calculations.
- Knowledge of standard drafting practices and principles.
- Skills to read, interpret, and review complex engineering drawings, specifications, for conformance with policies, standards, and procedures.
- Proven experience in managing multiple projects simultaneously under challenging deadlines.
- Skills to communicate information effectively and professionally to a diverse audience, including those with non-technical backgrounds, utilizing a variety of oral, written, and electronic communication methods; this includes in emergent and/or high stress situations.
- Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; and other technology that pertains to the operation of the traffic management center.
- Experience working independently and prioritizing workload, with the ability to handle multiple assignments with a high level of attention to detail to ensure work is completed with few to no errors.
It is preferred that qualified candidates also have:
- A Bachelor of Science in Civil Engineering (B.S.C.E).
- Work experience that is typically obtained through an internship in a public sector TMC.
- Two (2) years of experience working within a variety of aspects of TMC operations.
- Working knowledge of WSDOT freeway management practices and principles to make operational assessments of freeway flow conditions and then derive traffic management strategies and tactics on the fly.
- Knowledge of the Emergency Response Guidebook (ERG) as it relates to spill response procedures to protect self, other workers, and the public.
- Knowledge of the Manual on Uniform Traffic Control Guidelines (MUTCD) emergency and standard traffic control procedures.
- Knowledge of the Traffic Incident Management (TIM) best practices in accordance with the National Unified Goal (NUG).
- Skills and ability to read, interpret, understand, review, and produce contract plans, specifications, and estimates.
Important Notes
- This recruitment may also be used to fill additional positions per business needs.
- This position is not eligible for remote work.
- The salary listed includes the legislative approved 5% assignment pay for Transportation Technician 3 positions based in Pierce County.
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
- This position has been approved for in-training. The hiring manager is looking to hire at the Transportation Technician 3 level; however, the in-training plan will allow candidates to be considered as a Transportation Technician 2 or Transportation Technician 1 levels. The base salaries for each level are:
- Transportation Technician 1: $44,736 – $59,844
- Transportation Technician 2: $54,204 – $72,924
- Transportation Technician 3: $61,404 – $82,512
