The Opportunity
WSDOT is currently seeking a part-time Traffic Management Center Technician 3 (Transportation Technician 3, In-Training) to perform advanced traffic management activities in the Southwest Region Traffic Management Center (TMC), located in Vancouver, WA. The Southwest Region TMC is the only one in the state directly collocated in the same room as a Washington State Patrol (WSP) Communications Center. As such, this position will analyze real time data from specialized software, video servers, Washington State Patrol Computer Aided Dispatch (CAD) and field crews at the scene of an incident to design and implement time sensitive response plans. The decisions made by this position affect the safety and flow of traffic on the freeway and the adjacent arterial systems. Our top candidate will possess a high level of independent judgement and decision making.

What to Expect
This is a part-time schedule opportunity and will not have a set schedule, as the employee will fill in for Annual Leave (AL) and Sick Leave (SL) absences and will work a combination of day, swing, and night shifts as needed. The position will work a minimum of 20 hours per week on average, with opportunities to work up to 40 hours or overtime if required.

Among the varied range of responsibilities held within this role, the Traffic Management Center Technician 3 will:
  • Independently analyze real time transportation System Performance of regional highway systems.
  • Independently analyze, plan, implement and apply system modifications to mitigate impacts due to abnormal traffic flows, special events or incidents.
  • Independently identify performance gaps through observation of Closed Circuit Television, Data Stations, Washington State Patrol, Incident Response Teams, Maintenance Crews, external partners, and the public.
  • Manually adjust ramp meters either temporarily or via algorithm to meet real time system demands utilizing knowledge of NG TMS.
  • Recommend ramp and roadway closures to mitigate impacts of incidents to the highway system.
  • Assist with traffic analysis of existing systems and to forecast operational effectiveness of future systems.
  • Assist with programing ramp meter settings and algorithms for existing and new ramp meters.
  • Use telephone and radio systems to relay information when excessive congestion or major incidents impact the traveling public.
  • Operate a multi-frequency radio console, multi-line telephone system, computer terminal, keyboard, Intelligent Transportation System devices, and other data recording equipment.
  • Document and transmit work orders to maintenance crews and equipment operators for emergency or regular maintenance repairs to roads, signs, bridges, lights, signals, radios, cameras, or mechanical equipment; maintain and update records of available maintenance personnel and equipment.
  • Relay emergency information to incident response personnel, emergency services and law enforcement agencies as requested. Maintain current status of all mobile units.

Qualifications
This is a Transportation Technician 3 (TT3) position. However, the hiring manager reserves the right to fill the position at a lower level (TT2 or TT1) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

At the Transportation Technician 1 level, the following is required:
  • A high school diploma or GED equivalent.

At the Transportation Technician 2 level, the following are required:
  • An Associate degree in Civil Engineering or closely related field from an accredited university; OR
  • Graduation from high school or GED equivalent AND two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent; OR
  • Three (3) years of experience as a Traffic Safety Systems Operator (TSSO), one of which must be as a TSSO 3.

At the Transportation Technician 3 level, the following are required:
  • A Bachelor’s degree with major study in Civil Engineering or closely related field; OR
  • Two (2) years of experience as a Transportation Technician 2 or equivalent; OR
  • Certification as an engineer-in-training (EIT) or equivalent.
  • One (1) year of experience in Traffic Operations field analyzing and programming traffic system modifications and algorithms for traffic flow and control or equivalent experience.
  • One (1) year of experience interpreting transportation-related contract plans, specifications, design manual, maintenance manuals, and other transportation related documents or equivalent.
  • One (1) year of experience with traffic monitoring software, including video server systems, variable messaging systems, ramp meters, ATM, PUSL, weather module, and data stations.

The following are required at all levels:
  • Demonstrated ability to cultivate and practice collaborative partnerships with internal and external customers to support the accomplishment of agency goals.
  • Demonstrated ability to produce innovative solutions in work situations; tries creative and unique ways to deal with complex transportation issues.
  • Ability to arrive on time for assigned shift and respond to TMC within one hour during emergency operations and in inclement weather.
  • Ability to work alternate and rotating and a variety shifts to cover 24/7 TMC operations, to include day, swing, and night.
  • Must be able to pass a WSP/FBI background check.

It is preferred that qualified candidates also have:
  • Two (2) years of prior operation of mission critical software suites such as NG TMS, SENSE, Platinum, ReadyOp etc.
  • Response to emergency situations, and/or previous transportation experience.
  • Working knowledge of data collection, analysis, and reporting practices and principles – ability to analyze and summarize data to create actionable reports for traffic.
  • Four (4) years of experience working in a major metropolitan TMC.
  • Working knowledge of freeway management practices and principles - ability to make real time operational assessment of freeway flow conditions and derive traffic management strategies and tactics.

  • This is a part-time schedule opportunity and will not have a set schedule, as the employee will fill in for Annual Leave (AL) and Sick Leave (SL) absences and will work a combination of day, swing, and night shifts as needed. The position will work a minimum of 20 hours per week on average, with opportunities to work up to 40 hours or overtime if required.
  • This position is not eligible for remote work.
  • This position has been approved for in-training. The hiring manager is looking to hire at the Transportation Technician 3 level; however, the in-training plan will allow candidates to be considered as a Transportation Technician 2, or Transportation Technician 1, if not qualified at the highest level. The salaries for each level are:
    • Transportation Technician 1: $21.43 - $28.66 Hourly
    • Transportation Technician 2: $25.96 - $34.93 Hourly
    • Transportation Technician 3: $29.41 - $39.52 Hourly
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
  • This position requires the ability to pass a WSP/FBI background check.
