This is a project position that is funded through June of 2025. Funding is currently anticipated to be renewed.


This position will report to the Omak WorkSource office and will be eligible for one day of telework per week.


The ideal candidate for the Vocational Education Program Specialist position will be a dedicated and passionate workforce development professional with a proven track record in providing comprehensive educational services. This individual will excel in supporting eligible WorkSource customers in achieving their post-secondary and vocational education goals.

With a strong commitment to the vision and mission of ESD, the candidate will connect educated customers with their vocational, occupational, and post-secondary aspirations. The specialist will deliver tailored instruction for participants needing vocational education, GED preparation, credit retrieval, and high school remediation, ensuring each individual is equipped with the skills and knowledge needed to succeed. Our ideal candidate will demonstrate exceptional expertise in planning, designing, and delivering specialized educational and vocational training for Workforce Innovation and Opportunity Act (WIOA) program participants.

They will have experience working collaboratively with the Local Workforce Development Board (LWDB), local school districts, and multiple agencies to assist in the completion of Washington State’s secondary education requirements. The candidate will possess the ability to create and implement effective training curriculums and tools, utilizing various applications such as MS PowerPoint, Qmlativ, and Salesforce to enhance the learning experience.

Additionally, the specialist will be proficient in developing both e-Learning and instructor-led sessions, ensuring accessible and impactful education for all participants. The successful candidate will be skilled in managing student enrollment, providing educational case management, and facilitating support services. They will effectively communicate program-specific policies and performance requirements while developing individual employment service plans. The candidate will excel in building and sustaining relationships with WorkSource stakeholders, educational partners, and the community. With a deep understanding of vocational, employment, and training directives, they will ensure students adhere to established standards.

Duties



Develop and provide comprehensive, customer-centered employment and training services. This includes:

  • Work with Workforce teams to lead, interpret and translate complex technical information relating OSPI’s secondary educational standards: Qmlativ, curriculum Odysseyware, the WorkSource system’s customer management system Salesforce, into training content (e.g., lessons and curriculum) for self-paced and instructor led training content.

  • Collaborate and provide feedback with Workforce Program Operators, K-12 school districts, the Local Workforce Development Board and partners to ensure program specific policy and performance requirements are documented and communicated during training.

  • Manage student enrollment, provide educational case management, facilitate support services, make referrals to other educational and agency support and create necessary documentation to track progress.


Facilitate orientations and workshops. This includes:


  • Develop and utilize a variety of instructional strategies appropriate to the needs of students, including the integration of technology, and guest speakers. Occupational/Vocational Development: Provide experiential learning by organizing guest speakers, job shadows or resource fairs that promote post-secondary skills education or employment.

  • Conduct group and individual orientations and workshops, supply program specific information about services, benefits, and eligibility.


  • Effectively use a variety of instructional strategies that meet the student’s needs, interests, and learning style. Infuse technology and computer-aided instruction in the teaching and learning process.


Assess knowledge, skills and abilities to assist in determining educational, employment and training activities and benefits. This includes:


  • Administer a variety of assessments and informal and formal educational and career tools; review and explain results; incorporate assessment results into employment plans in conjunction with relevant labor market information; prepare and present information to customer.


  • Individual educational assessments with CASAS and Career One Stop for vocational education: Conduct interviews to explain program services, identify customer needs, and develop an educational plan.

Qualifications



  • Bachelor's degree AND three years of relevant experience in vocational workforce development, education, vocational counselor in a public or private school, social or public contact work, such as: education, social services

  • OR
    a combination of education and/or relevant experience equal to 7 years


  • AND
    Washington State Board of Education Teaching Certificate


Special Requirements/Conditions of Employment:


  • Teacher Certification in Washington State or qualify for an Emergency Teaching Certificate with the qualification of a 2-year requirement to become certified within Washington State.


  • Must be able to pass an Unemployment Insurance (UI) and Paid Family Medical and Leave (PFML) claim and fraud check.
