Join a team dedicated to improving health care access and housing stability through the Apple Health and Homes (AHAH) initiative. In this role, you’ll help develop policies, create training materials, manage key programs, and analyze important data to support vital services. We’re looking for someone with experience in health care systems, program management, and working with various agencies. Strong problem-solving and communication skills are essential. This position offers telework flexibility and the chance to contribute to meaningful health and housing initiatives across Washington State.

About the division:

The Division of Behavioral Health and Recovery is part of a cross-agency, interdisciplinary team of policy, finance, community engagement, performance measurement, communications, and other specialists responsible for ensuring the success of the Medicaid Transformation Project (MTP) demonstration, a five-year agreement between the state and the Centers for Medicare and Medicaid Services (CMS) under a Section 1115 waiver. The MTP encompasses multiple initiatives, one of which Foundational Community Supports (FCS) undertakes to demonstrate the effectiveness of supportive housing and supported employment services in achieving whole-person health for Medicaid beneficiaries in need.


About the position:

The Apple Health and Homes (AHAH) initiative aligns health care and housing for individuals with complex needs by combining the acquisition and development of permanent supportive housing with community support services. The FCS Apple Health and Homes Program Manager, reporting to the FCS Supervisor and assisting the FCS Program Administrator, plays a key role in managing the program’s operations. Primary responsibilities include identifying and addressing program risks, creating training and resource materials for partners, implementing stakeholder engagement plans, supporting contract management with the Third-Party Administrator (TPA), coordinating enrollment efforts, and conducting research and analysis for program design and policy development.


This position is eligible to telework but is
occasionally required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.


Duties



Some of what you will do:


  • Develop and implement Apple Health and Homes program policies and procedures, coordinating input from HCA, Department of Commerce, DSHS, and other internal and external partners and stakeholders.
  • Provide technical and consultative assistance to community FCS providers regarding AHAH enrollment and Medicaid billing and coding under FCS.
  • Plan and develop training materials for staff of FCS AHAH service providers to ensure appropriate, accurate, and timely Medicaid billing and coding; coordinate and develop policies, procedures, and content for FCS and AHAH provider manuals.
  • Prepare and implement AHAH training and communication materials for partner agencies and community FCS providers to provide guidance and instruction on Medicaid participation and enrollment and other program requirements.
  • Facilitate regular meetings of cross-agency stakeholders and partner agencies.
  • Participate in and provide data for quarterly AHAH advisory council; track issues related to Medicaid billing and coding, service reimbursement rates, and short and long-term housing subsidies.
  • Support FCS Program Manager with the compilation, review, submission, and troubleshooting of enrollment and disenrollment reports from the TPA.
  • Review, troubleshoot, and monitor the enrollment of AHAH participants in ProviderOne; track expenditures related to AHAH administration and services budget, ensuring appropriate billing and coding.
  • Design reporting systems necessary to track AHAH program implementation; create and implement monitoring reports for FCS Administrator, Supervisor, and other division leadership.
  • Coordinate and track enrollment in and utilization of short-term housing resources by AHAH participants.
  • Provide data and support to FCS Program Administrator on development and drafting of AHAH legislative report and fact sheets.

Qualifications



Required qualifications:

Qualifying candidates will meet one of the following criteria options:


Option 1
:

Master’s degree in public health, public administration, behavioral health, health administration, communications, business administration, or closely related field and two (2) years of supervisory or consultative experience in a health services program (e.g., permanent supportive housing)


Option 2
:

Bachelor's degree in a field identified above, and four (4) years of supervisory or consultative experience in a health services program (e.g., permanent supportive housing)


Option 3
:

Eight (8) years of experience in health services programs (e.g., permanent supportive housing)


Option 4
:

One-year experience as a Medical Program Specialist 1


Preferred qualifications:

  • Experience in managing budgets and external consulting resources.
  • Experience with intra and interagency coordination.
  • Experience with public or private health care delivery systems.
  • Experience in stakeholder identification, management, and community engagement.
  • Knowledge of state and federal laws and regulations related to health care policy and purchasing, including Medicare and Medicaid.
  • Familiarity with state policies and regulations related to health care programs and health improvement initiatives.
  • Understanding of principles and practices of program planning and evaluation.
  • Awareness of current trends and economic issues affecting health and health care costs, including state and national health care reform.
  • Knowledge of health organizations and associations at various levels.
  • Ability to embrace ambiguity and innovation, responding with initiative, creativity, and agility.
  • Ability to support a team-oriented approach focused on the success and coordination of multiple teams rather than individual contributions.
  • Capacity to think at a systems level, understanding how different programs, agencies, and investments can work toward a common goal.
  • Strong collaboration skills with program staff, leadership, and partners, coupled with high political awareness and emotional intelligence.
  • Skill in analyzing and resolving complex problems related to health care programs.
  • Ability to interpret and apply health data from various sources to solve complex problems.
  • Proficiency in creating and proposing policies and solutions without established protocols, models, or processes.
  • Excellent oral and written communication skills.
  • Expertise in evaluating systems and providing qualitative and quantitative analysis.
  • Experience in developing, implementing, managing, and evaluating programs and contracts.
  • Familiarity with the state budget and legislative processes.
  • Experience managing databases or Customer Relationship Management systems, such as ProviderOne.
