The Health Care Authority is looking for a new member to join our payroll team! Come join the Financial Services Division where team building and fun are an integral part of our daily work.

About the division:
The Financial Services Division (FSD), in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. This division maintains a close working relationship with agency program, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.

About the position:
This Fiscal analyst 2 plans, coordinates and conducts all payroll transaction entries, information verification and audits in accordance with IRS, OFM, state and federal regulations. Computes and process payroll transactions accurately and within the proper pay periods. Coordinate with HR, managers/supervisors, employees or other state agencies to ensure employee paychecks accurately reflect the proper deductions and actual time worked. Coordinate and maintain payroll accounting procedures and controls. Ensure transactions are properly imaged after each pay period when complete.

This position is eligible to telework part time but is frequently required to report on-site to meet business needs.
The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs.

Duties

Some of what you will do:
  • Coordinate with HR, managers/supervisors, employees or other state agencies to ensure employee paychecks accurately reflect the proper earnings, deductions and time worked.
  • Ensure all transactions are properly imaged after each pay period cycle is complete.
  • Confirm Overtime/Premium forms for accuracy and process overtime transactions accurately and within the proper pay periods.
  • Run reports during payroll cutoff days (Days 0 – 4) to find discrepancies and follow up with employees, supervisors and/or Human Resources staff or OFM for corrections as needed.
  • Monitor leave record processing for HCA employees through regular review and auditing of employee’s records within MyPortal and Human Resource Management System (HRMS).
  • Be a subject matter expert in Public Employee Benefits (PEB) and assist agency employees with annual changes and changes due to life circumstances.
  • Monitor PEBB benefit eligibility by running monthly reports.
  • Complete employment verifications.
  • Assist in maintaining accurate payroll procedures and agency employee guidance.
  • Serve as backup for the other payroll fiscal analysts within the unit.
  • Participate in payroll related work groups and attend internal and external meetings related to the position in order to stay abreast of current changes.

Qualifications

Required qualifications:
Qualifying candidates will meet one of the following criteria options:

Option 1:
  • A bachelor’s or master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant.

Option 2:
  • Associates degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
  • One (1) year of relevant professional experience.

Option 3:
  • Three (3) years of relevant professional experience.

Preferred qualifications:
  • One (1) year of experience with Washington state payroll, benefits, and leave policies and procedures.
  • One (1) year of experience interpreting, applying, and explaining payroll related rules, regulations, laws, policies, procedures, and/or bargaining agreements to staff.
  • One (1) year of experience using HRMS or similar payroll system with responsibility performing the following tasks: processing payroll, benefit, and leave transactions; analyzing employee leave balances; adjusting leave accruals; running MyPortal leave reports and troubleshooting MyPortal leave messages.
  • Strong attention to detail.
  • Ability to convey ideas and facts orally and in writing using language the audience will best understand.
  • Ability to develop positive, productive, and respectful work relationships.
  • Excellent customer service skills with experience assisting a diverse customer base.
