The Washington State Office of Superintendent of Public Instruction (OSPI) seeks a Budget Analysts to join our growing OSPI Budget team. This full-time position is based in Olympia, Washington. After completion of training, this position may be eligible for a partial telework schedule. Individuals seeking 100% telework should not apply. During initial training period, a successful candidate will be in-office five (5) days a week. We encourage interested candidates to visit the OSPI website to gain insight into our agency.

Position Overview

These positions are part of a team critical to advancing the Superintendent’s vision for K-12 education by facilitating translation of the agency’s goals into a financial plan. (The Office of the Superintendent of Public Instruction overseas a budget equal to about 50% of the state’s operating budget.) The selected candidates will provide clear and concise budget, policy and planning analysis for state and federally funded programs. This position will collaborate with internal staff and program leaders to identify financial solutions to complex program and organizational challenges.


Key Responsibilities

  • Participates as an active team member by applying critical thinking and problem-solving to everyday budget needs.
  • Prepares budget recommendations (decision packages) for submittal to the Governor and the legislature.
  • Reviews proposed legislation for fiscal impact and prepares fiscal notes;
  • Develops external allotments for submittal to the Office of Financial Management.
  • Prepares detailed internal allotments for program staff and agency managers;
  • Monitors expenditures vs. allotments for variances and in consultation with program managers develops and monitors corrective action;
  • Maintains and updates information in the Salary Projection System;
  • Reviews Personnel Action Requests to ensure program budgets have sufficient resources to support requested actions;
  • Reviews proposed contracts and purchase requests to assure budgets are sufficient to support the obligations;
  • Mentor and assist with training of lower-level budget staff; and
  • Other budget development and monitoring activities as assigned.

Required Qualifications:
  • Bachelor’s degree in accounting, public administration, business, or comparable field AND At least 2 years’ experience in financial management or budgeting, preferably in state government though not required; or
  • Or four (4) years’ experience of professional budget experience in lieu of a degree

Desired Qualifications:
  • Ability to work cooperatively and effectively with other staff;
  • Advanced technical skills in Microsoft Office applications;
  • Effective verbal, written and oral presentation skills;
  • Knowledge of state and federal budget and finance rules and procedures
  • Familiarity with Washington State Office of Financial Management (OFM) budget and accounting
    systems, or familiarity with WorkDay fiscal applications; and
  • Understanding of the Legislative process.

Compensation
The annual compensation for the position is $90,000 - $113,000 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program.
