The Office of the Insurance Commissioner (OIC) seeks a motivated and qualified individual for the Human Resource Consultant 4 (non-perm) position. This role is within the Executive Division and is based out of our Tumwater Office.
This non-permanent position is expected to last approximately 6 months depending on the unit’s needs.

About the Position
Are you a skilled and experienced Human Resources professional? This is an exciting non-permanent, six-month assignment opportunity for an HR professional who thrives in a fast-paced environment and is passionate about providing high-level guidance and support in key human resources functions.
In this role, you will serve as a subject matter expert in the Family Medical Leave Act, shared leave, reasonable accommodation processes, and classification and compensation. You will work closely with HR partners, managers, and employees to ensure compliance with applicable laws and policies, and to promote equitable and consistent HR practices across the organization.
The ideal candidate will have strong analytical skills, sound judgment, and the ability to communicate complex HR concepts clearly and effectively. This is a Washington General Service position. The monthly salary range for this position is $6,077 – $8,170.

Duties
The duties of the position include, but are not limited to:
- Consults on FMLA, reasonable accommodation, and shared leave.
- Consults on classification and compensation.
- Create, update, reallocate position descriptions.
- Maintain current working knowledge of state and federal laws, rules and regulations.
- Other duties as assigned.
Qualifications
Required Qualifications:
A bachelor’s degree with focus on business, human resources, social or organizational behavioral sciences or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent.
AND
Three (3) years of full-time broad-based senior consultant HR experience, including advising and consulting on a variety of human resource issues, to include providing interpretation of HR related rules, laws, collective bargaining agreements and policies and procedures. Experience should include a combination of the following: performance management; organizational and employee development; classification and compensation; and FMLA / reasonable accommodation.
OR
Seven (7) years of full-time broad-based senior consultant HR experience, including advising and consulting on a variety of human resource issues, to include providing interpretation of HR related rules, laws, collective bargaining agreements and policies and procedures. Experience should include a combination of the following: performance management; organizational and employee development; classification and compensation; and FMLA / reasonable accommodation.
In addition to the above:
- One (1) year of professional experience with FMLA, reasonable accommodation, and shared leave.
- One (1) year of professional experience with classification and compensation.
- Two (2) years of professional experience working for a Washington State Agency in a senior level HR consulting role.
- Basic skill level in Word, Outlook, and Excel.
Preferred/Desired Qualifications:
- Two (2) or more years of experience providing professional level HR support within the WA state employment system, to include interpretation of merit system rules.
- Intermediate skill level with the State of WA HRMS (or similar SAP system) performing personnel actions. (Having read-only access is not considered performing personnel actions.)
- Experience providing professional level HR support in a unionized environment.
- Intermediate level skills with Microsoft Office Word, Excel, and Outlook.
