The Central Whidbey Area is recruiting for an organized and energetic Construction and Maintenance Supervisor to provide guidance, coordination and supervision of the area trades staff. The Central Whidbey Area consists of seven park properties, including Fort Casey, Fort Ebey, Joseph Whidbey, Ebey’s Landing, Keystone Spit, South Whidbey and Possession Point State Parks. The duty station for this position is at Fort Casey Historical State Park in Coupeville. Fort Casey sits in the Ebey’s Landing National Historical Reserve and provides many recreational opportunities and amazing views of the Olympic Mountain range and the Puget sound. The Central Whidbey Area has 12 full time positions and 11 seasonal employees throughout the seven park properties.  
This position directly supports the mission and serves as the Construction & Maintenance Supervisor for the Central Whidbey Area, by overseeing the maintenance of facilities, grounds, and infrastructure of these areas. The C&M Supervisor provides guidance, coordination, and supervision of the trades and maintenance staff who perform maintenance duties on buildings, utility systems, roads, trails, and equipment resulting in the public having safe and functional facilities.

The C&M Supervisor plays an important role of being the primary interface with the Region Maintenance Manager and the Maintenance Chief on state and regionwide maintenance objectives and priorities.

Duties include, but are not limited to:
  • Serves as the Lead and Coordinator of Maintenance in a Park Area under the supervision of the Area Manager:
    • Leads and directs the maintenance, repair, and operational development of the park areas and its facilities and equipment.
  • Supervises Area Maintenance Staff:
    • Schedules work priorities and shift coverage, mentors, recommends disciplinary and corrective action, performs hiring interviews, and develops work plans and evaluations.
    • Recruits and hires trades and maintenance staff for the area.
  • Project Coordination:
    • Responsible for the coordination and completion of the preventative, deferred, routine, equipment, and emergency and unforeseen maintenance within the area.
    • Performs repairs and maintenance work in carpentry, masonry, plumbing, electrical, water and wastewater systems, and other equipment.
    • Develops and controls park maintenance budget for all park area projects and repairs.
  • Responsible for Administration.
  • Responsible for Water and Wastewater System Operations.
  • Coordinates the Equipment Operation and Maintenance within the Area:
    • Conducts/provides equipment training for area staff who operate equipment.
REQUIRED QUALIFICATIONS:
  • Two (2) years of experience as a Construction & Maintenance Project Lead.
OR 
  • Four (4) years of experience as a Construction & Maintenance Project Specialist.**

OR 

  • Eight (8) years of advanced level experience in two (2) or more trades to include: building maintenance, repair, remodeling, construction duties, and mechanical/machinery.**

** Two (2) years of technical or vocational training or education in a building/construction trade may substitute for up to two (2) years of the required experience. 

AND

  • Two (2) years of supervisor experience including directing the work of employees and providing employee performance feedback.
  • High school diploma or GED equivalent
  • Valid unrestricted (except for corrective lenses) driver's license.
  • First Aid & CPR certification must be obtained within the first twelve (12) months of employment.

DESIRED QUALIFICATIONS:
  • Experience working for Washington State Parks or a similar parks and recreation entity.
  • Advanced knowledge of repair, maintenance, and construction techniques and of the tools, methods, practices, and materials and equipment used in the building and mechanical trades.
  • Experienced with the use of Microsoft Office products, such as Word, Outlook, and Excel.
  • Proficiency in reading schematics and blueprints.
  • Experience managing small to large multifaceted projects from start to finish.
  • Experience organizing and directing employees in project goals and objectives while tracking timelines and effectively communicating with all stakeholders.
  • Advanced knowledge and application of building codes and all other rules and regulations governing safety, repair, and maintenance and construction of facilities and tasks.

UNIFORM INFORMATION:
All Construction & Maintenance Supervisors are required to wear a uniform.  A complete and properly worn uniform helps establish the professional identity of a Construction & Maintenance staff member and promotes respect as a Washington State Parks employee.  All Construction & Maintenance Supervisors will receive 6 shirts within the first year (2 shirts per calendar year after the first year), 1 jacket every 3 years, 1 baseball cap every year, 1 safety vest every 3 years, and a clothing stipend of $200 per year, and a $250 boot stipend every 2 years.  Uniform stipends are intended to offset the cost of clothing worn in the workplace such as pants, boots, raingear, etc.
