This position is responsible for overseeing and managing all aspects of dam, and construction and maintenance projects. This includes planning, coordinating, and supervising construction and maintenance activities to ensure projects are completed safely, on time and within budget. The incumbent in this position manages a team of professionals in the dam and structural maintenance activities at agency owned and comanaged properties focusing first on locations in eastern Washington and collaborating with the Lacey Construction Shop for western Washington projects. 

 

Additional responsibilities include annual assessments to identify and correct structural and operational deficiencies, and safety concerns. This position utilizes a robust knowledge of various fields of construction to grade the conditions of residences, offices, ADA components, and dams and perform necessary repairs or replacement.

 

What to Expect-

Among the varied range of responsibilities held within this role, the Working title will be responsible for,

 

Project Management

  • Supervise journey level workers in wood, metal and concrete fabrication and domestic water systems when constructing, remodeling, repairing and maintaining buildings, structures, and land.  
  • Schedule, direct, coordinate and supervise crews in the various phases of new construction and facility maintenance. 
  • Analyzes project specifications for sequence of work, material and personnel requirements, and scheduling of material and equipment deliveries. Identifies quantities of material or services that require purchasing contracts and develops specifications for the bidding process.  Prepares detailed cost estimates.
  • Actively inspects construction and maintenance activities to ensure they are performed in accordance with the prescribed scope, and projects are completed on time, communicating to the Project Manager the need for change orders when issues arise.

Supervision and Mentoring

  • Supervises and mentors technical and professional level staff to support an effective, motivated team.
  • Sets goals and objectives, develops strategies to implement, and develops performance measurements and standards for the purpose of ensuring individual and program performance objectives are met.

Dam Maintenance Management

  • Manage the inspection, maintenance, and repairs for 38 dam sites located throughout eastern Washington.
  • Monitor the inspection, maintenance, and repair activities are successful. Provide spot checking to ensure maintenance activities are being performed as designed.
  • Manages the dam operation and maintenance budget.  Monitor reoccurring funding and spending trends, alerting others and engaging in budget requests should funds no longer be sufficient.

Carpentry and Plumbing

  • Provide onsite inspection of buildings, grounds, equipment and fixtures to determine need for maintenance or repair.  
  • Oversees the construction, major repairs, and remodels to buildings, sheds, bridge abutment, walkways and handrails, and various other structures from specification, plans, sketches, or instructions. 
  • Assess the conditions of various facilities at hatcheries statewide.  Facilities include residences, offices, incubation, and feed storage buildings.
  • Identifies structural deficiencies and issues that could pose harm to human safety.  
  • Makes recommendations for repairs to roofs, flooring and decks, fences and framework.  
  • Assess the conditions of residential and commercial plumbing components at hatchery facilities statewide such as exercising valves and the location and inspection of supply lines for potential failures.

 

Working Conditions: 

Work Setting, including hazards: Duties are performed at construction sites and on occasion in a fabrication shop. Hazards include working on rough terrain, riverbanks, slippery slopes, and other surfaces, confined and difficult to reach spaces, and working and driving in all types of weather conditions, including extreme heat, rain, or snow.  Bending, stooping, squatting, twisting, pushing, pulling, and lifting of 50 pounds repetitively when loading and unloading trucks or moving materials around project site. Operate motor vehicles in hazardous weather conditions such as snow and ice while on mountain passes, highways, and roads (both paved and unpaved). Must be able to negotiate water in emergency situations.

Schedule: 6:00 am-4:30 pm, Monday-Thursday. Work overtime as needed/requested. This will include statewide travel, overnight stays and occasional/emergency evening and weekend work.

Travel requirement: 40-60% depending on season.

Tools and Equipment: Basic hand tools, concrete pouring and finishing tools, power tools such as drills, cut off saws, circular saws, metal band saws, grinders, personnel lifts, pressure washers, weed eaters, chainsaws, mowers, power wheelbarrows, chainsaws, jack hammers, plate compactor, and/or powered motors, trash pumps, portable generators, automotive equipment, pick-up trucks and trailers.

Customer interaction: Frequent interactions varying between Federal, Local, Inter-Agency, and Intra-Agency customers and vendors.

 

Qualifications:

Required Qualifications: 

 

Option 1: Two (2) years of experience or completion of recognized apprenticeship in at least two skilled trades. 

 

Option 2: Two (2) years of experience as a Construction and Maintenance Project Lead. 

 

Option 3: Four (4) years of applicable work experience or vocational training 

 

For all options above: 

  • Knowledge of the principles of engineering and their application to construction work, different construction trades, correct type of equipment needed to complete all construction and maintenance projects, different types of materials, cost, use and source of supply and procurement.
  • Proficiency in reading and interpreting construction plans, specifications, blueprints, sketches, and shop drawings.
  • Basic computer skills.

 

Licenses: Valid driver’s license

 

Preferred Qualifications:

In addition to the required qualifications, our ideal applicant will possess one or more of the following:

 

  • Knowledge of current building codes.
  • Knowledge of regulatory city and county permits relating to construction.
  • Knowledge of agency related permits such as Hydraulic Project Approvals (HPA), Cultural, and State Environmental Policy Act (SEPA)
