The Administrative Services Division within the Department of Ecology is looking to fill a Contracts and Procurement Officer (Management Analyst 4) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

You will support the Administrative Services Division in the management of contracts, leases, and procurements across 30 owned or leased facilities and ensure operations align with Ecology's environmental mission. The Administrative Services Division’s Mission is to provide quality customer service and asset management to meet the agency’s current and future business needs.

 

The Risk and Budget Section within the Administrative Services Division (ASD) supports Ecology’s mission by managing ASD's budget and procurement processes, guiding the agency's risk and emergency management planning, and overseeing its fleet of vehicles. The Section also leads efforts to make Ecology’s internal operations more sustainable and to reduce greenhouse gas emissions.


Telework options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible for up to an 80% telework schedule with the expectation of working in the office one day per week.

What makes this role unique?

You will support a small, high-impact division responsible for managing complex contracts, leases, and procurements for facilities across the state. You will lead process improvements, advise on procurement strategies, and resolve unique, time-sensitive issues with agency-wide partners, providing a broad and impactful professional experience.

 

What you will do:

  • Consult with the Administrative Services Division (ASD) Director, section managers, and staff on procurement and agreement options, risks, budget impacts, and legality.
  • Manage the development and maintenance of procurement policies, procedures, and strategic plans.
  • Draft and manage bidding, contracting, and agreement documents while ensuring compliance with state regulations.
  • Coordinate reviews of ASD bids, agreements, and contracts to ensure accuracy, uniformity, and legality.
  • Research and analyze complex procurement and contracting issues, offering recommendations with agency-wide impacts.
  • Develop and manage a SharePoint site housing ASD procurement documents, policies, and procedures.
  • Track and report on contract performance measures, expenditures, and deliverables to ensure compliance and operational efficiency.

Required Qualifications:

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are: 


  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent


Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

 

A total of eight (8) years of experience and/or education as described below:

  • Experience providing senior level professional analyses to management, staff, and customers regarding complex issues that impact programs and policies.
  • Education: involving a major study in business administration, public administration, health administration, law, environmental law, finance, economics, statistics, environmental management, environmental or public policy, or a related field.

Desired Qualifications:

  • Five years of experience in Washington State public procurements and contract at a state agency, including initiating, negotiating, awarding, administering, terminating, and managing contracts. 
  • One year of experience with bidding and contracting for goods and services related to State facilities. 
  • Two years of experience with bidding and contracting for Public Works and other agreements managed by the Department of Enterprise Services (DES).
