The Opportunity

WSDOT has an opportunity for an individual with a passion for transportation data, analysis and building high-performance teams. This position will serve as the Data Analyst Lead, responsible for advancing the use of data analytics in public transportation program delivery, planning, compliance, policy development and performance management. In this role, you will lead the development and delivery of public transportation data analytics programs and projects, and multidisciplinary initiatives to advance the use of data analytics on a statewide and widespread basis with a focus on public transportation. The Data Analyst Lead will also serve as a consulting expert on public transportation data analytics within WSDOT and with local, regional, state and national organizations. Our top candidate will be experienced and skilled at leading, coaching and developing staff and have exceptional problem-solving and collaborating skills. The ability to communicate with both data analysts and policy makers will be key. 


What to Expect

Among the varied range of responsibilities held within this role, the Data Analyst Lead will:

  • Develop and communicate staff objectives based on Public Transportation Division (PTD) priorities, including database system creation and refinement, analysis for statewide public transportation plans, grants delivery, and compliance.
  • Be responsible for hiring and training staff for positions that specialize in data analytics and data projects and provide the direction for all work of the division done in data analytics. 
  • Be responsible for developing individual development plans, performance expectations, and performance reviews for direct reports.
  • Lead efforts to measure, analyze, and report performance of multimodal transportation projects, programs and systems. 
  • Direct data collection, quality assurance and control, analysis, storage, security, access and evaluation for information stewarded by the PTD.
  • Establish policies and procedures for acquiring, configuring, developing, collecting, processing, analyzing, storing, and securing numerous data sets, databases, and software applications and systems.
  • Engage internal and external organizations in the development and use of data, analysis, evaluation and digital technologies.

 

Qualifications

To be considered for this opportunity, the following are required:

  • Five (5) years demonstrated professional experience leading the delivery of data and evaluation related to transportation (this could include any mix of data collection and processing, stewardship and security; analysis, evaluation and modeling; system development, deployment and support; system architecture; digital application and systems design; business applications; software and data products; databases; surveys; and geographic information systems).
  • Three (3) years demonstrated experience leading multidisciplinary teams to achieve results within or in partnership with government.
  • Two (2) years supervisory experience.


It is preferred that qualified candidates also have:

  • General knowledge of transportation industry best practices, standards, rules, policies and procedures related to public transportation, land use, equity and sustainability.
  • General knowledge of transportation program and project delivery, e.g. grants administration, policy development, planning, project development, design, construction, service planning, operations, maintenance.
  • Knowledge of federal and state public transportation rules and regulations.
  • Demonstrated experience working with federal, state, regional and local agencies.
  • A bachelor's degree in a related field such as engineering, planning, public administration AND five (5) years transportation engineering or planning experience involving multimodal transportation. 
  • A master’s degree in a related field such as engineering, planning, public administration AND four (4) years transportation engineering or planning experience involving multimodal transportation. 
  • One (1) year as a Transportation Planning Specialist 4 or equivalent state classification with at least two (2) years direct professional experience in multimodal transportation. 
  • Three (3) years as a Transportation Planning Specialist 3 or equivalent state classification with at least two (2) years direct professional experience in multimodal transportation.

  • This position offers flexible/hybrid remote work options.
