DSHS ALTSA Administrative Hearings Specialist Home and Community Services (HCS), a division of the Aging and Long-Term Support Administration (ALTSA), promotes, develops, and provides long-term services and support to seniors and persons age 18 and older with disabilities, to maximize independence, dignity, and quality of life. As the Administrative Hearings Specialist, you will represent HCS and the Health Care Authority in administrative hearings proceedings regarding financial eligibility for long-term services and supports, medical assistance, and other public benefits. This is an internal DSHS employee opportunity that supports Region 1. This role primarily works a teleworking/hybrid schedule with occasional travel to Spokane, WA. Some of what you’ll do: Process requests for administrative hearings and respond, via telephoneAttend scheduled Mediations prior to a scheduled administrative hearingReview and audit disputed case actionsTake action to ensure the department is prepared for administrative hearingsPrepare and present opening arguments, cross-examine witnesses, and provide closing arguments via telephoneReview hearing decisions and if unfavorable, identify reasons and causes for reconsiderations or judicial reviewDetermine when it is appropriate to file appealsImplement hearing decisionsMaintain records for all administrative hearingsWhat we’re looking for: Knowledge of federal, state, and department regulations governing statewide long-term services and supportsHave a strong background and understanding of Institutional and non-institutional programsCapable of understanding of legal processes, terms, and proceduresAbility to diffuse difficult conversations or situations, follow supervisory directives, prioritize, and multi-task in an environment of changeAbility to communicate effectivelyAbility to work with a diverse audience including community partners, organizations, tribes, stakeholders, and agency staffIndependent judgment and critical thinking skills and abilityWorking knowledge and experience with the administrative hearing processWho should apply?Professionals with a bachelor's and at least two years of experience conducting financial eligibility determinations for public assistant programsEquivalent education/experiencePreferred experience, knowledge and abilities: Knowledge of federal, state, and department regulations governing statewide long-term services and supportsExperience conducting financial eligibility for long-term services and supports, medical assistance determinations for public assistance programsExperience auditing cases for ALTSA HCS Public Benefits Specialist staffExperience as a ALTSA HCS Public Benefits Specialist with financial experienceInterested?
