Program Manager - Adult Protective Services (APS) Division
DSHS’s Aging and Long-Term Services Administration (ALTSA) invites you to be a part of an impactful role in enhancing the lives and safety of adults requiring support. In this meaningful role, you will be at the forefront of ensuring the protection and well-being of adults across six counties in Region 2 (including Whatcom to King counties), working closely with diverse communities and agencies to make a real difference. Join a collaborative team dedicated to safeguarding people from abuse, neglect, abandonment, and exploitation.
You will be responsible for overseeing the design, planning, and implementation of APS policies and procedures, ensuring that the region meets all compliance and quality assurance standards. As a key member of the management team, you will contribute to the development and revision of statewide policies, fostering long-range program objectives. With your leadership, the APS program will thrive through coordinated service delivery and collaborative partnerships with other DSHS divisions, community-based agencies, and governmental organizations.
These roles will utilize a hybrid structure of telework from locations within Region 2, specifically Federal Way, Everett, or Lynnwood. If stationed in King County, employees may receive 5% premium pay in addition to the advertised salary and are eligible to receive a free ORCA card for transportation use. As an APS field role, this position requires frequent travel to fulfill job responsibilities effectively.Some of what you will do
- Supervise staff and oversee the development and implementation of the APS program and policies.
- Set performance expectations, hire staff, and manage workflows. Provide training, coaching, evaluation, and take corrective actions when necessary.
- Ensure the APS training plan is current and implemented. Train staff and supervisors on current policies and procedures.
- Conduct meetings with staff and perform case staffing reviews.
- Prepare and conduct timely performance evaluations.
- Coordinate regional quality assurance activities and ensure compliance with policies.
- Provide consultation and outreach to APS staff and community organizations, including law enforcement, ombudsmen, and legal services.
- Attend local, regional, and statewide meetings, workgroup planning sessions, trainings, and workshops.
- Respond to information requests from ALTSA Headquarters, legislative liaisons, and the community.
- Assemble case chronologies and supporting documents upon request.

Who Should Apply
Professionals with 9* years of experience planning, administrating developing, or delivering social and health service
programs; concurrent work experience should include:
- Leading, directing, and managing a large team in a diverse geographic area.
- Knowledge of programs administered by Aging Long-Term Support Administration. An understanding of laws and regulations regarding Adult Protective Services in Washington State and our Tribal Nations is preferred.
- Planning for program implementations, management of programs, and analyzing workload and staffing issues.
* A master's degree in health or social science, public administration, or related discipline is preferred and will substitute for 6 years of above work experience. A bachelor's degree will substitute for 4 years of above work experience.
Preferred knowledge, skills, and abilities:
- Communicate effectively both verbally and in writing.
- Interpret state and federal statutes and regulations pertaining to APS and communicate them clearly to staff.
- Analyze complex issues and develop effective solutions.
- Work cooperatively with long-term care providers, community organizations, and law enforcement.
- Supervise and manage professional staff, ensuring compliance with policies and quality assurance standards.
- Collaborate with multiple agencies, community groups, and provider networks.
