About the Snohomish Conservation District
One of 45 Conservation Districts in the State of Washington, the Snohomish Conservation District is a leader among peers with robust programs encompassing agricultural resilience, habitat restoration, urban stormwater, farm planning, youth education, community engagement and more. The District works with farmers, residents, and landowners on a collaborative and voluntary basis throughout our service area that includes Snohomish County and Camano Island. Position Summary
The primary responsibility of this position is to provide natural resource engineering services to landowners, District staff, and partner organizations. The primary geographic region for this position will be Snohomish County and Camano Island, however, some work will also be completed in Clallam, King, Pierce, Kittitas, Chelan, Okanogan, and Douglas counties. This position will report to the Engineering Program Manager and will work in tandem with the Senior Professional Engineer.
The individual in this position will have expertise in one or more of the following areas:
- Green stormwater infrastructure design, such as rain gardens and bioswales
- Agricultural best management practice design, in accordance with NRCS design standards
- Fish passage barrier removal
- In-stream and floodplain habitat restoration
Essential Tasks
These are illustrations of the various types of work performed. The omission of specific duties does not exclude them if the work is similar, related, or a logical assignment to the position.
- Respond to, and evaluate, identified natural resource management problems, and develop plans for landowner technical assistance in resolving identified problems. This work will include agricultural best management practices and green stormwater infrastructure projects. It could also include fish and wildlife habitat enhancement projects.
- Manage engineering aspects of projects to include survey and design of projects; securing applicable regulatory permits; overseeing project implementation; evaluating and assessing the outcome/results of the projects; and preparing final reports, final as-builts or technical reports, and documenting project outcomes.
- Supervise construction to ensure project design and specifications are met and construction is in accordance with regulatory requirements and completed timely.
- Develop and revise engineering technical material such as standard detail drawings and specifications.
- Provide technical assistance to landowners in partnership with field staff on site visits.
- Conduct field investigations and surveys and assemble data needed in the design of conservation practices for structural and non-structural solutions to problems with water quality, erosion, drainage, fish and wildlife habitat, flooding and threats to agriculture.
- Develop designs that meet objectives of the landowner and improve natural resources.
- Provide support to farm planners to design and implement BMPs identified in farm plans.
- Prepare GIS maps, CAD drawings, and permit applications.
- Conduct hydraulic analyses using GeoHECRAS software.
- Prepare designs, construction drawings, construction standards and specifications, and construction records for BMPs of varying complexity.
- Assist with lay out work for construction, inspect work under construction, and provide necessary interpretations of the drawings and specifications needed to determine conformance with the design, standards, specifications, and permits.
Job Qualifications
Required knowledge, skills, and abilities
- Bachelor’s Degree in Engineering
- Professional engineering license or ability to obtain license within 12 months
- Proficient with computer programs such as Autodesk Civil 3D, ESRI and GIS products, prior experience interpreting maps and aerial photography is highly desirable.
- Computer skills to write reports, track work products, prepare and record field and technical data. Proficient with computer programs Microsoft Office Suite.
Preferred knowledge, skills, and abilities
- Knowledge and understanding of a broad range of soil and water conservation principles, techniques, methods, and practices to apply and install conservation systems.
- Working knowledge of local, state and federal environmental regulatory programs.
- Specific knowledge and experience in natural resources, including agricultural, hydrological, floodplain habitat, fish passage barrier, green stormwater infrastructure, and/or low impact development stormwater management engineering, principles, and design concepts.
- Knowledge of USDA Natural Resource Conservation Service Field Office Technical Guide (FOTG).
- Ability to exercise sound independent professional judgment in making decisions on difficult engineering problems.
- Knowledge of land survey practices
- Experience interpreting maps and aerial photography
- Experience working collaboratively with stakeholders reflective of a very diverse population and a demonstrated ability to work as a part of a team. Ability to work with diverse communities and cultures.
- Demonstrated ability to work under tight deadlines and manage conflicting demands while successfully adapting to evolving priorities.
- Demonstrated ability to work cooperatively and effectively with other agencies and organizations.
Physical Requirements and Working Conditions
This position includes both office and field work and travel to job sites. Field work comprises approximately 20% of the position. Most of the field work is conducted in a natural environment with rough and sometimes dangerous terrain. This position requires the ability to:
- Work outdoors in all weather conditions and on rough or uneven terrain
- Drive a vehicle when travel is needed. Must hold a valid, unrestricted Washington State driver’s license (or have the ability to acquire upon hire). Be able to safely operate a motor vehicle, including full-size pick-up and trailer, on both public and private roads during daylight and occasionally after dark.
- Sit or stand for long periods of time in a standard workday
- Lift, pull, carry, push up to 50lbs
- Bend, twist, squat, climb, kneel/crawl, reach overhead, etc.
- Use finger dexterity and fine manipulation
- Position will require some work on evenings and weekends
- Comply with District COVID protection protocols, including being fully vaccinated and boosted, and providing documentation of vaccination status.

Work Location
The position will be based out of our Lake Stevens office. Following a successful probationary period, there may be an option to work remotely part of the time. Some essential functions of this position require in-office or on-site work in Snohomish County at specific times.
